בימים האחרונים אני נתקל שוב ושוב בכאלה ששואלים - "אבל למה האוקראינים מציקים רק לישראל? הרי יש מדינות שייבאו חיטה גנובה מאוקראינה בהיקפים גדולים ממש ונגדם האוקראינים לא עשו כלום נכון? אז למה הם נטפלים רק אלינו?".
הגיע הזמן לעשות סדר בעניין, פעם אחת ולתמיד - לא, אוקראינה ממש לא "נטפלת" לישראל בנושא החיטה הגנובה בעוד שמול מדינות אחרות היא שותקת לכאורה. כמי שתמיד מעדיף עובדות על פני פייק ניוז, הלכתי לבדוק.
והאמת היא, איזה פלא, הפוכה: תופעת ייצוא תבואה גנובה מהשטחים הכבושים באוקראינה החלה כבר לאחר כיבוש וסיפוח חצי האי קרים ב 2014, אבל התרחבה באופן דרמטי בעקבות הרחבת הפלישה הרוסית בפברואר 2022. כתבתי על זה כבר אז.
כזכור, כיום רוסיה כובשת קרוב ל 20% משטחה הריבוני של אוקראינה, כולל חצי האי קרים. הרוסים שולטים בחלקו הגדול של מחוז חרסון בדרום המדינה, בעיקר בגדתו השמאלית של נהר הדנייפר. הוא נחשב לאחד האיזורים הפוריים ביותר לגידול דגנים, והפך למקור מרכזי להברחות וייצוא חיטה ע״י הרוסים. גם מחוז זפוריז׳יה, שרוסיה כבשה את רובו ושנמצא מזרחית למחוז חרסון, עמוס בשדות חיטה ותפס נתח משמעותי במכסות הייצוא הלא-חוקיות שרוסיה מקצה לחברות פרטיות. וכמובן שצריך לזכור גם את חבל דונבאס במזרח אוקראינה (מחוזות דונייצק ולוהנסק).
לפני המלחמה, ייצור החיטה באוקראינה היה מרוכז מאוד בחלקים הדרומיים והמזרחיים. חלקי המחוזות הללו שנכבשו כאמור עוד ב-2014 וחלקם ב-2022 מהווים עורק אספקה קבוע של דגנים המועברים לרוסיה או לנמלי חצי האי קרים ומשם לייצוא. tweet
