Nevermind. Lower apogee than the August 2017 KN21 tests, which had a 70 km apogee. This is 30 km so probably 300 mm MLRS (KN09).

South Korea’s JCS says #Dprk fired two short-range ballistic missiles this morning. They flew 250 km north east from Wonsan Kalma and reached a height of 30km. Distance flown is much less than 600 km which North Korea launched on July 25.

Could be the demonstration of a new, shorter depressed trajectory for the KN23. Lots of options. 2 "projectiles" only would probably rule out MLRS. They usually do a bunch of those at once.
