Not surprised. The US and ROK reactions to Kim's May KN23 tests pretty much indicated testing these kinds of systems was cost-free (despite constituting UNSCR violations).

Like those tests, politically, these likely have an internal and external signaling purpose: Kim's taking self-reliant national defense seriously and he's serious about his expectation that Moon and Trump cancel Dong Maeng 19-2.
