I'm seeing something interesting here... I think Visa itself has updated, or has issue on their end right now. no Visa CCs are giving Do Not Honor, even after multiple commands.

ig the PayPal the parent company of many gateway that usually many shop and users uses to check the cards
have changed the responses.
nothing else bcz sites like 4check and 0check giving 05 DO NOT HONOR even the shops r giving refunds.
don't worry about anything now.
