So, if you retweet that, then you’re republishing that and then potentially you're committing that offense."

It seems you can be jailed merely for insulting somebody if any person (not just victim or state) "perceives" you to be motivated by "hostility" (toward a protected class) which is defined by the state as "unfriendliness" (among other things).
