Here highlights a plan where FBI agents forged letters to make it look like the Communist Party was trashing local Mob bosses. They weren't trying to make arrests, they were trying to provoke the Mafia into "neutralizing" political activists so the FBI could keep their own hands clean. They literally sat in an office in New York, typing up fake insults and mailing them to hitmen, praying for a shootout.
