In the late 60s The FBI tried to casually start gang wars and hoped the Mafia would do their killing for them. This document is the receipt for "Operation HOODWINK," apart of COINTELPRO which was a secret and illegal FBI program exposed during the Church committee hearings in 1975, that was designed to surveil, infiltrate, and "neutralize" American political groups and activists by using psychological warfare, harassment, and even violence to destroy them from the inside. Here highlights a plan where FBI agents forged letters to make it look like the Communist Party was trashing local Mob bosses. They weren't trying to make arrests, they were trying to provoke the Mafia into "neutralizing" political activists so the FBI could keep their own hands clean. They literally sat in an office in New York, typing up fake insults and mailing them to hitmen, praying for a shootout.
