"The EU has adopted a number of restrictive measures in the context of Russia’s war of aggression against Ukraine and it is essential that these measures are fully implemented. Currently member states have different definitions of what constitutes a violation of restrictive measures and what penalties should be applied in the event of violation. This could lead to different degrees of enforcement of sanctions and a risk of these measures being circumvented, potentially allowing sanctioned persons to continue accessing their assets and supporting regimes targeted by EU measures.

"The inclusion of the violation of restrictive measures in the list of ‘EU crimes’ is the first of two steps to ensure a similar degree of sanctions enforcement throughout the EU and to dissuade attempts to circumvent or violate EU measures," the statement reads.

Garlic routing is a variant of onion routing that encrypts multiple messages together to make it more difficult for attackers to perform traffic analysis and to increase the speed of data transfer.

Michael J. Freedman defined "garlic routing" as an extension of onion routing, in which multiple messages are bundled together. He called each message a "bulb", whereas I2P calls them "garlic cloves". All messages, each with their own delivery instructions, are exposed at the endpoint. This allows the efficient bundling of an onion routing "reply block" with the original message.

Garlic routing is one of the key factors that distinguishes I2P from Tor and other privacy or encryption networks. The name alludes to the garlic plant, whose structure this protocol resembles. "Garlic routing" was first coined by Michael J. Freedman in Roger Dingledine's Free Haven Master's thesis Section 8.1.1 (June 2000), as derived from Onion Routing.

DISTURBING STUDY FINDS THAT HUMANS ARE GETTING PROGRESSIVELY DUMBER – IQ POINTS NOW DROPPING BY 7 POINTS WITH EACH NEW GENERATION

The dumbing down of civilization has been codified in a new study published in the journal Proceedings of the National Academy of Sciences.

A pair of researchers from Norway found that average IQ levels are dropping precipitously, and that with each new generation, people in general are becoming progressively less intelligent.

After evaluating the test scores of more than 730,000 young men, the Norwegian duo learned that IQ levels are dropping by about seven points per generation.

These findings mirror those uncovered by a separate by related study out of Great Britain, which revealed that IQ levels have been dropping by between 2.5 – 4.3 points per decade ever since the end of World War II.

This is a sharp contrast to the state of human intelligence during the first half of the Twentieth century, when average IQ scores were rising at a steady rate.

So what might be the cause of this sudden change where we’re seeing people becoming dumber rather than smarter?

#Apple Again Comes to Aid of #China's Communist Party Amid Protests

Those speaking out against the Chinese Communist Party are finding themselves without a key method of sharing information under China's censorious regime, thanks to Apple's decision to limit the ability of iPhone users in China to pass files from device to device, bypassing the CCP's censors and surveillance state. 

#AirDrop, the file-sharing feature on iPhones and other Apple devices, has helped protestors in many authoritarian countries evade censorship. That’s because AirDrop relies on direct connections between phones, forming a local network of devices that don’t need the internet to communicate. People can opt into receiving AirDrops from anyone else with an iPhone nearby.

That changed on Nov. 9, when Apple released a new version of its mobile operating system, iOS 16.1.1, to customers worldwide. Rather than listing new features, as it often does, the company simply said, “This update includes bug fixes and security updates and is recommended for all users.”

Hidden in the update was a change that only applies to iPhones sold in mainland China: AirDrop can only be set to receive messages from everyone for 10 minutes, before switching off. There’s no longer a way to keep the “everyone” setting on permanently on Chinese iPhones. The change, first noticed by Chinese readers of 9to5Mac, doesn’t apply anywhere else.
