Trump announced in January 2018 at the SOTU that he had ordered Gitmo remain open. Also in January 2018 DOD announced a shift of $14 million in funds to do the expansion. They are building another courthouse and expanding the workspace.
Interestingly, in Dec 2017 just one month prior, Trump signed an EO to declare an emergency to fight corruption and human trafficking.
Biden complained in 2021 that he can't shut down Gitmo.
The Gitmo expansion was scheduled to complete mid-year 2023 which is now approaching. I wonder if the project will be done on time?
