Part of their playbook is to hire agitators at protests and and have them wear masks to disguise their identity. Some states are fighting back by creating laws and/or deciding to begin enforcing laws that prohibit mask wearing.

In North Carolina, a bill just passed to criminalize wearing masks. The governor vetoed it, but lawmakers will be able to overturn that veto.
