In this case, this NPR article was seeking to condition public perspectives to normalize falsehoods as truths in order to primarily discredit Admiral Rodgers, President Trump, General Flynn and the NSA.
False Assertions | Implied Truths:

Immediately they began to systematically degrade him and the NSA with misrepresented facts:
“I think there was disappointment during his tenure, they were about to fire him.”
—- Because he wouldn’t let Obama give 10th Cyber Fleet to NATO, and sell out our Country.
“But many feel Rogers has not done the best job at NSA. Documents and spy tools have been stolen, and he's come under criticism for not stemming the influence of terrorist groups online.”
“His head was on the chopping block before the election.”
Notice how they crafted the narrative early on in the transcript to form a Negative Cognitive Bias against Rodgers at NSA... they were asserting failure in his job, unethical affiliation with Trump, and citing particular incidences of stolen documents, tools, and inability to stem terrorist influence online.
Later, they discuss the truth of why the NSA was crippled (thanks Obama) but with a clever spin after building up cognitive framework by bashing General Flynn during his time as Director of National Intelligence.
They framed Flynn as unethical and justly fired by Obama for (in part) seeking to bolster organizations in the Intelligence Community to “compete” against the CIA.. the CIA, who has the most documented instances of internal corruption and ethics violations in the history of the Intelligence Community.
“And General Flynn, when he was head of the Defense Intelligence Agency, he was very adamant on increasing enormously the manpower of intelligence. It would be double what they had. And it would have been basically a competition with the CIA, and that's one of the reasons he was fired.”
There are now 18 organizations which make up the Intelligence Community and they have very specific roles. They do not exist to “compete” against each other but to function together optimally as the most formidable Intelligence Community in the world to support the Nation - Military, Government, Industries and We The People.
Asserting that competing against the CIA is “bad” and that General Flynn was unethical to bolster the Intelligence Community against the CIA and was fired for it basically spells out a HUGE problem regarding the “belief” or bias of James Bamford.. one can reasonably conclude that his book, which was cleverly pitched at the end of the article and further disparages the NSA & rest of the IC is absolute garbage.
