🇨🇦🇺🇳 香港監察敦促聯合國指派特使並促請加國擴大「救生艇計劃」幫助香港抗爭者

《港版國安法》陰霾之下越來越多香港抗爭者急需到異鄉暫避。香港監察共同創辦人 Aileen Calverley 於接受加拿大報章 The Star 訪問時敦促加國政府擴大「救生艇計劃」覆蓋範圍，為更多遭受政治打壓的香港抗爭者提供安身之處。

「香港作為一個國際金融中心，齊聚了來自世界各國的投資及資源，只有確保香港的自由和自治才能夠保障各國自身的經濟利益。

加拿大不可能憑一己之力推動中國作出改變。尤其是在得到兩位加拿大公民 Michael Kovrig 和 Michael Spavor（Two Michaels）被囚的經驗後，加拿大政府將更願意與其他自由世界的盟友合作。

然而，譴責聲明等等並不足以令香港抗爭者得以真切的幫助。加拿大政府需要採取實際行動。」

她亦提到希望聯合國可以派遣特使監察香港的人權狀況，並為仍身處香港但希望申請政治庇護的抗爭者認證其國際難民地位。

Hong Kong Watch co-founder Aileen Calverley urges the Canadian government to expand its newly-introduced “lifeboat policy” to cover vulnerable Hong Kong pro-democracy protesters.

/ / Just in January, Hong Kong authorities arrested 55 pro-democracy activists in a mass sweep, accusing them of taking part in an unlawful primary election last July in an attempt to paralyze the legislature and subvert state power.

The global response to the developments in Hong Kong hasn’t emerged unprompted. It was a result of the deliberate effort of Hong Kong Watch, a London-based advocacy group concerned about the human rights conditions in the former British colony.

Founded in 2017, the group has worked with policymakers in the U.K., the U.S., European Union and Canada, where it is instrumental in pushing for legislation to sanction China and Hong Kong, as well as policies to accommodate the exodus of activists from Hong Kong.

“Hong Kong is an international financial centre. A lot of countries have financial interests there. To protect their own interests, they need to protect Hong Kong’s laws and freedoms,” says Aileen Calverley, a co-founder of Hong Kong Watch, who is a British and Canadian citizen.

“Only Canada by itself cannot get China to do anything. Ottawa is interested in a joint effort with other countries, especially after the two Michaels’ experience,” she added, referring to Michael Kovrig and Michael Spavor, the two Canadians who have been held in China for two years since Huawei executive Meng Wanzhou’s arrest in Canada.

Calverley, who was born and raised in Hong Kong, says she would like to see a United Nations envoy investigate the human rights situation in Hong Kong and would like the international body to designate special refugee status to Hong Kong people for asylum abroad. (Under international law, individuals still remaining within their own country cannot be recognized as refugees.)

“It’s not good enough just to issue a statement without action. We need a rescue plan,” says Calverley, who hopes to launch her group’s Canadian branch in Ottawa later this year. / /

加國政府推出「救生艇計劃」幫助香港抗爭者，當中針對「青年人才」的工作簽證政策於2021年2月8日正式開始接受申請，於2023年2月7日結束。

持有香港特別行政區或BN(O)護照、最近五年內完成當地大專課程或持外國相等學歷的大專畢業生，今日起可透過申請為期三年的工作簽證移居當地。申請者需年滿18 歲或以上，但不設年齡上限**

另外兩項政策亦會於今年稍後時間生效，包括：為擁有一年或以上當地工作經驗的香港人提供入藉途徑；於當地完成大專課程的香港居民可直接申請成為永久性居民。

🇨🇦 Canada Lifeboat Scheme —— Work Permit for Young Talents opens for application

As part of Canada’ lifeboat policy, work permits for “young talents” opens for application today and will expire on February 2023.

📍Eligibility and requirements
- hold a valid passport issued by the Hong Kong Special Administrative Region (HKSAR) or the United Kingdom to a British National Overseas (BNO). The work permit will be issued for up to 3 years from the date of approval or until your passport expires, whichever comes first.
- have graduated no more than 5 years before you apply for this open work permit, with:
- a degree from a designated post-secondary learning institution in Canada or abroad, or
- a diploma for a minimum 2-year program from a designated post-secondary learning institution in Canada or abroad
- 18 years of age or older at the time the work permit application

In addition, the Canadian Government is also implementing two other pathways to permanent residence for young Hong Kong residents, which will be available later this year. The first will be for Hong Kong residents with at least 1 year of work experience in Canada and who meet the language and education criteria. The second will be for Hong Kong residents who have graduated from a post-secondary institution in Canada; who can then apply directly for permanent residence.

甚麼是陰謀論？
根據一般人的用法，陰謀論是指在證據不足下認定一些事是事實，換句話說就是老屈。如果有朋友認為這個定義不對，至少本文說的陰謀論不是說你心目中的陰謀論。

既然陰謀論是指證據不足下認定一些事是事實，那麼一旦你說別人的是陰謀論，那麼你就必須拿出充足的證據，否則你說的便是陰謀論。

要用證據證據一件事，至少要有論點、論據，然後加起來邏輯合理通順。事實上，很多說別人是陰謀論的人，並沒有提出論點、論據，只是說「這是陰謀論」，然後拒絕討論，因為已經有人fact check了。
這種思路，正是「問題—答案」式思路，找到「正確答案」便完成。一旦有人把「正確答案」塞給他，便拒絕思考。而這種思路，在考試制度盛行底下，其實是主流。
當社會上充斥著這類人的時候，只要掌握傳媒，將一些事實說是陰謀論，然後將一切證據說是偽造，便給出了正確答案，close file。
這並不是比誰有理據，討論事實，而是比哪個「事實」較多人說，較多人認受。這是將一件事說一千遍就變成事實。
只要說A是個騙子一千遍，利用傳媒力量日日講，Ａ就是騙子，他說的都是陰謀論，然後沒人再聽他說。只要說藍潔璊是癲，然後藍潔璊就只能是癲，無公司敢找她工作，然後到她死後又悼念她來消費。
這就是傳媒力量和個人力量的差距。個人力量只能能達到願意分析的人的耳中，而傳媒力量則是即使你關掉收音機你也會聽到街邊電視在播。
本世紀最大的陰謀論，就是說別人的論調是陰謀論，連唯一討論的空間都扼殺。

Mainland China has abandoned the Sino-British Joint Declaration that had guaranteed democratic rights and free speech to Hong Kong’s 7.5 million residents. Beijing does not recognize these inalienable human rights and is undermining or outright cancelling them in Hong Kong.

中國背棄了《中英聯合聲明》，以及聲明中保障香港750萬名居民的民主權利和言論自由的承諾。北京不單不承認這些不可被剝奪的人權，更在香港逐漸或直接地剝奪這些權利。

Now, China’s Communist Party is demanding, through its territorial government, that Hong Kong Canadians abandon ties with either the Special Administrative Region or with Canada. The Communist Party apparatchiks are counting on Canada to abandon our citizens.

This is another heavy-handed attempt by Beijing to strip basic rights. It is a deplorable move by an undemocratic totalitarian regime.

The ramifications are massive and include the denial of mobility rights to leave Hong Kong as well as the loss of representation by the Government of Canada – including consular access.

(1) Protect the rights of our citizens by informing Beijing that the mobility rights of Hong Kong Canadians are non-negotiable and sacrosanct.

(2) Quickly open a path to Canadian citizenship for family members of Canadian citizens in Hong Kong.

盡快設立相關機制，為居港加國公民的家庭成員提供移居加拿大的途徑；



(3) Offer a three-year working visa with a path to citizenship for Hong Kong students completing an accredited study program in Canada.

為於加拿大完成認可課程的香港學生提供為期三年的工作簽證，以及入藉的機會；

(4) Expedite asylum claims made by Hong Kong people involved in the pro‐democracy movement.

加快處理香港民主運動抗爭者提出的庇護申請；

其衍生結果將為居港加國公民帶來極大影響，包括被剝奪離開香港的出入境權利，以及失去加拿大政府的代表權，導致他們失去領事保護權。

(5) Work with the United Kingdom, United States, France, Australia, New Zealand and other democracies to protect the fundamental and inviolable rights of all dual-national citizens living in Hong Kong.

與英國、美國、法國、澳洲、新西蘭及其他民主國家合作，保障所有持雙重國藉居港的國民的基本權利不被侵犯。

For many generations, Hong Kong has accepted migrants and refugees from mainland China and elsewhere in Asia who were seeking freedoms and a better life. Today, the Hong Kong people are seeking assistance from other democracies. Canada must stand with them.

『寧化飛灰，不作浮塵。』
在放棄抵抗之前，戰爭都不會結束。
我是安薩里上尉，生於1916年，是一位印度軍人。
　　
現在，當大家看到「印度」會想起什麼？
咖哩？獨特的古龍水？跳舞電影？還是印度奶茶？
如果是的話，我很羨慕你們。
因為在我的年代，看到印度人，一定會想起戰爭。
　
從第一次世界大戰到第二次世界大戰，印度士兵與英軍在世界各地征戰多年，而在香港開埠初期，印度人已在香港生活或從商，有些退伍的軍人甚至會加入警隊。
　
在1941年12月的香港保衛戰，守軍主力亦有很多英屬印度士兵，包括陸軍第7拉吉普團第5營（5/7th Rajput Regiment）和第14旁遮普團第2營（2/14th Punjab Regiment）。
　
我隸屬的拉吉普營在保衛戰傷亡慘重，在日本軍從深圳南下攻入香港，最初衝突爆發地點就是「醉酒灣防線」，這條防線英軍自信能夠拖住日軍進攻兩星期，結果不到兩天就被攻破了。
　
其後退守到港島區「北角」繼續抵抗，擁有892名士兵的拉吉普營，就有一半以上傷亡。
　
在短短18天的保衛戰，香港宣佈淪陷，我被帶到為印度兵而設的馬頭涌戰俘營，營中幾乎全部都是戰俘，日本軍絕不會善待敵軍，可想而知環境有多惡劣。
　
「你在軍中職級是上尉吧？只要你願意轉投效忠大日本帝國，向我們提供明盟國情報，我保證你不用受苦。」日本軍。
　
「不，戰爭仍沒有結束。」我。
「瘋了嗎？你們已經宣佈投降了。」
「戰爭仍沒結束。」我。
　
終於，在一年後的1942年1月，我在營中收到秘密情報。
　
英軍賴廉士上校成功逃出香港，與中國大陸的盟軍匯合，成立「英軍服務團」，營救在香港的戰俘。
　
我亦開始暗中與深水埗、亞皆老街戰俘營的軍官聯絡，負責戰俘營運送物資的貨車司機，開始為英軍服務團偷運信息。 　
我們當年用的方法，是你們現在的特工電影都不會想到的方法。首先，我們會將寫有加密信息的紙條放進已挖空內部的特製螺絲釘內。
　
信件會用假名，內容亦偽裝成一般業務話題，墨水則使用大米澱粉，這些墨水只需加上碘液後，便能夠閱讀信息。
　

此外，英軍服務團的人員亦向拘留營輸送重要消息和藥物，藉此提振戰俘的士氣與並恢復其健康，為日後的逃脫行動作好準備

經過一段日子的信息往來，成功將地圖與微型羅盤等逃生裝備偷運到戰俘營，亦提供了不少藥物，令士兵的狀態恢復至可以逃走的程度。
　
終於，花了整整半年時間，我聯合幾個戰俘營，與英軍服務團裏應外合，策劃一場營救行動。
　
在印度戰區的司令部，亦批淮代號名為「筷子行動」的逃脫計劃，特地準備足夠照顧5,000名戰俘的資金與物資。
　
「筷子計劃」先由英軍服務團聯絡惠州以南的游擊隊發動攻勢，另一方面，美軍航空部隊便在同一日空襲港九新界的重要據點。
　
在炮火的掩護下，1,600名傘兵空降到目的地點炸毁部份的軍事設施，救出戰俘。最後在遊擊隊的掩護下撤退到惠州的英軍服務團據點。
　
然而，「筷子計劃」到最後也沒有實行。原因主要有以下幾個：
　
一）逃脫行動不能帶走全部人，遺留下來的士兵，將遭受日本軍野蠻的報復。我們並非與一個文明的族群進行交涉…

二）物資短缺，加上日軍並沒按照國際標準對待戰俘，營內士兵的健康不足以參與脫逃計劃。 　
三）我們被間諜滲透了。
　
的確，日軍已發現戰俘營內有人與英軍服務團之間的聯繫網絡。1943年初，日本憲兵隊便展開行動打擊地下抵抗活動
　
在行動中有叛徒將情報賣給日軍以保自身安全，偷運信息的貨車司機已被抓去，在嚴刑逼供之下，供出多個計劃的重要人員。
　
日軍也在信息中滲透假信息，令多名英軍服務團特務及戰俘因此被捕，並遭處決。
　
在1943年5月，我也被日軍拘捕，被帶到赤柱拘留營，慘受饑餓之苦及被日本憲兵虐打。
　
「說出來會讓你舒服一點，其他被拘捕的都已經供出整個計劃，你們已經玩完了。」
　
「仍沒有結束！」我。
　
我苦撐至10月，由於沒供出任何對英軍不利的情報，日本軍也失去了耐性，在其他戰俘面前將我處死殺雞儆猴。
　
後來英軍服務團有繼續嘗試聯絡戰俘營，但士兵害怕是日軍的圈套，所以沒有回應，「筷子行動」宣告失敗。
　
在處死當天，我向在場的士兵說：
　
「人終需一死，很多人因病離世，承受揮之不去的痛楚。
我們會堅強而健康地死去，全為信念，不作叛徒，高貴地為國捐軀。
我們如今避不過敵人的劍了，但無人應流淚或抱憾。
我們要含笑面對敵人，勇敢地命赴黃泉。」

// If Britain wants to be able to credibly stand up for its values and national security interests in the long run, the strategy must be to wean ourselves off dependency on Beijing. We should heed the lessons of our friends in Hong Kong or Australia, where economic coercion has been used as a geopolitical weapon.

Hong Kong Watch recently published an in-depth report on 'red capital' in Hong Kong. It showed that an influx of mainland money and assets – so called 'red capital' – changed the power dynamics in the city’s politics. Beijing’s long-term strategy was to bring the city’s economy under control. It achieved this by driving an increase of red capital into Hong Kong and by increasing the dependency of the city’s other firms on Chinese markets.

Businesses are Beijing’s key allies in controlling events in Hong Kong. Chinese and Western businesses alike have endorsed the National Security Law, knowing that their dependency on Beijing leaves them with little choice. Employees of Chinese firms were banned from protesting, mainstream Western firms have been forced to ditch employees who opposed the Chinese regime or participated in protests, HSBC has frozen the assets of democrats, and pro-democracy media has faced an advertising boycott from corporations.

In this way, the Chinese government exercises phenomenal political control. So it is naïve to imagine that Britain can hold a ‘twin-track’ foreign policy – with values, security and trade supposedly independent considerations. The stronger China becomes, the more it will mobilise each area of leverage it has. Deng Xiaoping’s philosophy was ‘bide your time, hide your strength’; Xi Jinping is set on projecting geopolitical muscle far and wide.

The ferocious treatment of Australia should be a significant warning. Australia’s commodity industry boomed because of China’s rise. But in recent years the situation has soured after it emerged that China was planting agents in the heart of Australia. As tensions have mounted, Beijing has put Australia in the deep freeze. This has enormous costs to the Australian economy. Yet Australia has not taken a more robust stance than the UK or US over issues like Hong Kong, the treatment of Uyghurs or Covid-19. They have been punished because they were more vulnerable. In both Hong Kong and Australia, the Chinese authorities have been able to bend the rules to make a political point because they enjoy economic supremacy. 《儲值卡實名制意見書》

就政府打算引入儲值咭實名登記制度的安排，本人表示反對，原因如下：

（一）政府的新聞稿並沒有提及不帶電話號碼而只提供數據，一般稱之為 (M2M) Machine-to-Machine 的儲值咭，這實為一大漏洞。M2M 儲值咭常用於包括物聯網（IoT）在內的應用，由於不提供人對人通話，在性質上跟政府或坊間提供的免費 WiFi 沒有分別，因此不應該有任何規管。就算參考外地有規管儲值卡的國家，也多對 M2M 儲值咭提供豁免。
儘管商務及經濟發展局及後在社交媒體表示有關規管不適用於 M2M 儲值咭，但到底如何定義 M2M 儲值咭，例如：是否包括 esim？是否包括純數據實體 sim？似乎政府仍然未有清晰指引。

（二）以現今的科技發展，就一般公司及市民的使用習慣而言，有三張以上的儲值卡非常普遍，連邱騰華亦在記者會指出目前全港有超過2100萬個流動電話用戶。政府建議每名用戶只可向每間提供公共流動服務的電訊商登記不多於三張電話儲值卡，卻沒有解釋為何限制在三張，本人認為此限制既沒有實際需要，亦過份窒礙正常商業活動。既然現時登記月費計劃也沒有數量上限，因此也看不到儲值卡有設定數量上限的必要。

（三）雖然政府聲稱儲值咭實名登記制度是為了打擊罪行，但事實上，現時大多電話騙案都不是使用儲值咭，而是用其他方法，例如以虛擬話音應用程式（VoIP），從海外及／或改變了來電顯示後再打電話。以規管儲值咭以防止犯罪行為，既不對症下藥，亦極容易被破解，對防止罪案並無實際幫助。

本港經濟受疫情影響，各行各業皆水深火熱，我們呼籲政府應專注民生，搞好經濟。現時引入實名登記制度，既進一步增加業界的經營成本，亦窒礙創新科技的應用，更打擊販賣儲值咭小本生意，實在絕非適當的時候。

响英國首個參政嘅「脫北者」
（39歲由英文都唔識用咗13年）

黎緊嘅5月6號係草英國嘅地方議會選舉，大部份嘅焦點當然放响倫敦或者Manchester呢啲大城市嘅市長上面，再唔係就會關心同一日舉行嘅蘇格議會選舉。不過Jihyun Park呢位52歲亞裔Bury Council（曼城以北其中嘅一個選舉區域）17個選區裡面嘅其中一個候選人近日就成為英國傳媒嘅焦點，因為幾日前當區保守黨內部初選以些微嘅票數勝出代表保守黨參選，無論最後佢响5月嘅選舉贏或者輸也好，都已經成為第一個來自北韓「脫北者」响英國參政嘅「難民」。

1998年29歲嘅Jihyun Park，本來係大學畢業嘅小學老師，同細佬第一次逃亡去到中國。 之後被賣咗比一個農夫做老婆，不過唔包括收留佢細佬，所以佢細佬就被遺返北韓，自己就留低生仔。响個仔六歲嘅時候「有人」收咗獎金檢舉佢呢個非法移民，結果佢就被迫同個仔分開送返北韓。 坐咗六個月監之後無耐佢再次逃亡，先去救返自己個仔（係「救」），然後希望經蒙古離開中國，不過去到邊境被軍人開槍攔截。輾轉流落北京經美國牧師幫手轉介個案比聯合國，最終响2008年以政治難民身份被安排到英國。

唔該大家計一計，由第一次「逃亡」至到英國收留係十年！ 今年52歲，即係用咗13年，由英文都唔識自修GCSE同A-Level，做嘅係一份待應工作，剩餘時間就係做義工幫助本地社區同其他居留英國嘅脫北者（大概700個），直到今日先响保守黨內初選得一個地區議會保守黨候選人代表資格。

殘酷嘅政治現實係，唔好話佢本人，就算保守黨，响嗰區都係陪跑，不過佢嘅參選背後意義就大好多。

中央社駐多倫多記者Yuli Hu 在這篇報導中，很清楚地紀錄加國台僑如何參與鳳梨之戰：「儘管這批空運鳯梨價格至少是台灣的10倍，但貨到多倫多不到2天，全部賣光光。」

為什麼價格是台灣10倍？負責進口的國華台灣食品公司董事長周怡華解釋：「向屏東農友買200箱鳯梨台幣6萬元，長榮航空運費66萬元，還沒加上燃料費、機場倉租以及加拿大的機場服務費跟清關費用。」

周怡華空運1000箱金鑽鳯梨到多倫多和溫哥華兩地，並以「賠本價」每箱加幣174元（約新台幣3900元，每箱約8、9顆），單顆加幣20元（約台幣450元）賣給顧客。

周怡華說令她感受最深的是，「很多香港僑民聞風湧到國華買鳯梨，他們都是第一次踏入國華的客人」。

許多台灣人在香港反送中運動時，為香港青年默默流淚，最後香港甚至影響了台灣總統大選。其實在加拿大，許多曾經參與反送中運動的香港人與台灣人一直繼續為民主自由而努力，為彼此加油打氣。

當我在臉書po出鳳梨之戰的消息時，許多港人團體立刻轉發分享，港人彼此打探如何能夠訂購並買到台灣鳳梨，興高采烈地分享買到台灣鳳梨的喜悅。

這並非首次，香港朋友經常轉發我po的關於中國、香港或是加國的消息，至今在加國的香港朋友都沒有放棄，那些因反送中運動而受害的同胞，用盡力氣在加國設法出錢出力遊說政府加以援助。在加國的人權遊行中，我們也經常會見到香港朋友，和來自西藏、新疆、印度與越南的朋友，大家為了當代人類自由民主的共同威脅而心有戚戚焉，我從他們身上看到人類高貴的情操。

如今適逢反送中運動兩週年，昔日罪惡之火卻促成了海外愛好民主自由人士的連結，希望台港友誼長存，我們在加國的未來，有更多共同攜手合作的機會。謝謝你們，香港的朋友。

🇨🇦 12位加拿大國會議員聯署去信移民部長要求為香港人完善「救生艇計劃」

早前47名民主派人士因參與初選被政府以《港版國安法》控告「顛覆國家政權」。有見及此，加拿大十二位跨黨派國會議員聯署去信移民部長 Marco Mendicino 敦促加國政府為香港人完善早前推出的「#救生艇計劃」，確保高風險的抗爭者能夠在當地尋得避風港。

信中提出幾項建議，包括：
（一）允許香港人於香港境外的加拿大領事館申請庇護；
（二）允許獲得加拿大公民贊助、身處第三國家的香港人入境加國申請難民資格；
（三）確保遭受政治迫害，被以「暴動」及「非法集會」等罪名起訴的抗爭者不會因此被取消庇護申請資格；
（四）參考加國 Rainbow Refugee Assistance Pilot 計劃，為高風險抗爭者設立相應支援計劃；
（五）延長現有 Youth Mobility International Experience Canada Program 至兩年，並將年齡限制擴大至 18-35 歲；
（六）考慮運用於2002年通過的《移民和難民保護法》所賦予的立法權力，在必要時由移民部長發佈指令彌補漏洞。

香港監察總監羅傑斯指：「是次聯署顯示了加國國會議員因47為民主派人士被捕而對香港人權狀況逐漸變壞愈加憂慮。我們希望加拿大政府可聽取各議員意見，完善相關計劃並為抗爭者提供逃生門。」

🇨🇦 Canadian Parliamentarians sign letter for an improved Lifeboat Scheme for Hongkongers

Today a cross-party group of twelve Canadian parliamentarians have written to the Immigration Minister Marco Mendicino, calling for the Canadian Government to improve its lifeboat scheme for Hong Kongers.

The parliamentarians in their letter have urged the Government to:
1. Allow Hong Kongers the opportunity to start the asylum application process at Canadian embassies and consulates outside of Hong Kong.
2. Allow Hong Kongers in third party countries who are sponsored by Canadian citizens to travel to Canada to start their asylum process.
3. Commit to ensuring a waiver for cases of political persecution, including ensuring political convictions for “rioting” or “unlawful assembly” are not grounds for inadmissibility to apply for asylum.
4. With the Rainbow Refugee Assistance Pilot as reference, establish specific initiatives to support the most politically-exposed individuals.
5. Extend the Youth Mobility International 6. Experience Canada Program to two years and expand the age group to 18-35.
Consider exercising legislative authority of the Immigration and Refugee Protection Act of 2002 to issue Ministerial Instructions where necessary to cover the loopholes.

The letter follows the charging of 47 pro-democracy activists under the National Security Law for participating and organising last year’s democratic primaries. The Canadian Parliamentarians have stated that “these packages of measures would improve the Government’s lifeboat scheme for Hong Kongers and ensure that the most vulnerable pro-democracy activists are able to find safe haven in Canada.

Commenting on the cross-party letter, Benedict Rogers, Hong Kong Watch’s Chief Executive, said: “ This cross-party letter highlights the growing concern amongst Canadian parliamentarians regarding the deteriorating human rights situation in Hong Kong and the mass charging of pro-democracy activists under the National Security Law.

We hope that the Canadian Government will listen to these parliamentarians and urgently improve its lifeboat scheme, to ensure that the most vulnerable Hong Kongers are able to travel to Canada to take up its offer of a lifeline.”
