How can the Onside Kick Rule be tweaked to make it slightly more favorable for the Kicking Team?

The Onside Kick Recovery Rate is only 8 percent over the past two years - 8 recoveries in 102 tries. It's too boring and predictable. How should the rule be tweaked? Would a 12 - 16 percent recovery rate be a good number to shoot for?

Football contains two other unique 1 point scores besides an extra point through the uprights. A rouge is awarded in the CFL for certain plays that involve the ball being kicked into the end zone and not returned from it. The NFL has another play called a conversion safety that has never occurred.
