It's a copy-cat league. 13 personnel is next big thing. Here's how it works:

13 personnel in football refers to an offensive formation that includes one running back, three tight ends, and one wide receiver. "Nine TE's drafted in the first three rounds, twenty-two total this year" https://www.youtube.com/watch?v=UzT-O6DdTX8 " "3 of the final 4 NFC teams were running 13 personnel. "

How can the Onside Kick Rule be tweaked to make it slightly more favorable for the Kicking Team?

The Onside Kick Recovery Rate is only 8 percent over the past two years - 8 recoveries in 102 tries. It's too boring and predictable. How should the rule be tweaked? Would a 12 - 16 percent recovery rate be a good number to shoot for?
