Jose Isaias Martel-Arriaga, 24, was arrested on March 4 during a search operation in an apartment complex.
Wanted for failure to appear in deportation proceedings by the U.S. Immigration and Customs Enforcement (ICE), he is charged with 40 counts of first-degree sexual exploitation of a minor, 9 counts of indecent acts with a minor, 4 counts of soliciting a minor via computer, 3 counts of soliciting a minor for prostitution, and 3 counts of extortion.
Court documents indicate that he obtained videos and images of a 14-year-old girl engaged in sexual acts. He is being held without bail.

During Operation Safe Return (March 2–6, 2026), U.S. Marshals, in collaboration with the Riverside County Anti-Human Trafficking Task Force and other federal, state, and local agencies, recovered 37 missing minors at high risk of violence, sexual exploitation, or other threats.
Of the more than 50 minors identified (aged 14-17, some missing for up to two years), 37 were located and brought to safety with medical and psychological support for victims and reunification or protected placement. Some were victims of sexual abuse and sex trafficking.
Seven arrests, including one federal arrest related to child sex trafficking.
