The tunnel began construction in mid 2009. It is assumed that The Caribbean International Highway construction was completed in 2011 and was also featured on the Discovery Channel's Extreme Engineering documentary series. Why is this tunnel needed to Haiti the poorest country in the Western Hemisphere where millions of people struggle in tent cities?
