Friends, Ministry of Human Resource Development is implementing the Scheme of Vocationalisation of School Education.
Under the scheme, a vocational subject is offered for Classes IX to XII along with the general education to provide necessary employability and vocational skills for a variety of occupations.
The above scheme is being implemented under the umbrella of ‘Samagra Shiksha – an integrated scheme for school education’.
About the Samagra Shiksha :::
Key Provisions :
1) Samagra Shiksha is an integrated scheme for school education extending from pre-school to class XII to ensure inclusive and equitable quality education at all levels of school education.
2) It subsumes the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).
3) The scheme treats school education holistically as a continuum from Pre-school to Class 12.
4) The main emphasis of the Scheme is on improving the quality of school education by focussing on the two T’s – Teacher and Technology.
Vision :::
1) The vision of the Scheme is to ensure inclusive and equitable quality education from pre-school to senior secondary stage in accordance with the Sustainable Development Goal (SDG) for Education.
SDG-4.1: Aims to ensure that all boys and girls complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes.
SDG 4.5: Aims to eliminate gender disparities in education and ensure equal access to all levels of education.
2) The scheme mainly aims to support States in the implementation of the Right of Children to Free and Compulsory Education (RTE) Act, 2009.
3) Right to Education Act (RTE) is a fundamental right under Article 21-A of the Constitution of India.
Funding Pattern :::
1) The Scheme is being implemented as a Centrally Sponsored Scheme.
The fund sharing pattern for the scheme between Centre and States is at present in the ratio of 90:10 for the North-Eastern States and the Himalayan States and 60:40 for all other States and Union Territories with Legislature.
It is 100% centrally sponsored for Union Territories without Legislature.
2) The scheme also proposes to give flexibility to the States and UTs to plan and prioritize their interventions within the scheme norms and the overall resource envelope available to them.

Friends, the Ministry of Human Resource Development has launched an initiative ‘YUKTI 2.0’ to help systematically assimilate technologies having commercial potential and information related to incubated startups in higher education institutions.
YUKTI 2.0 is an extension of ‘YUKTI (Young India combating Covid with Knowledge, Technology and Innovation) Portal’ which was launched to identify ideas relevant in Covid pandemic.
About the key Points :::
Creation of Database : The Ministry has invited students, faculty members, startups and other stakeholders of higher education institutions to register on the YUKTI portal and share their technologies and innovations.
Importance of Database :
1) Database shared will be showcased to the investor community such as businessmen, farmers and industrialists i.e. students will be able to sell their ideas. However, preliminary innovations won’t be showcased on YUKTI 2.0 but only those which have commercialisation potential.
2) It will provide a clear picture of the state of the innovation ecosystem of our higher educational institutions.
3) It will help the government to identify bottlenecks and formulate appropriate policies to strengthen the innovation ecosystem in the country.
4) Further, it will offer solutions to the problems faced by the country.
In Line with Atmanirbhar Bharat :::: YUKTI 2.0 will also help in fostering the culture of innovation and entrepreneurship in academic institutions.
Other Initiatives to Boost Innovation ::::
Institutions of Eminence (IoE) Scheme is a government's scheme to provide the regulatory architecture for setting up or upgrading of 20 Institutions (10 from public sector and 10 from the private sector) as world-class teaching and research institutions.
Various amendments have been made in the Prime Minister’s Research Fellowship Scheme to boost research in the country.
Through the Atal Innovation Mission, the government has established Atal Tinkering Laboratories (ATLs) in schools across the country. The objective of this scheme is to foster curiosity, creativity and imagination in young minds; and inculcate skills such as design mindset, computational thinking, adaptive learning, physical computing.
