Ukraine is trying to derail talks so it can go back and say, 'Peace talks have failed, give us no-fly zone'.

But Russia continues to speak positively about the 'peace' talks, despite the non-starter (and intentionally so) position of Ukraine.

Previously Zelensky 'clarified' that neutrality would be put to the whole citizenry as a referendum after Russia's withdrawal.
