Which situation would allow for a visible state of emergency more real than receding virus. Which would put all power in hands of Admin as people would start to be cold and hungry and unable to travel easily. As someone familiar with WH speechwriting processes: beware anything named in a Presidential speech (as gas was) because that is a setup for a story around an outcome that has already been decided by the WH.
