📣 TESTNET Upgrade T1.2.3.0

Hello Validators,

We are upgrading the TESTNET. We upgrade the nodes and keep the database.

This is a major release, which brings important new features.

Highlights:

• Soft Restart - the ability of a validator to gracefully shuffle between shards without requiring to be "hard restarted", which briefly takes them offline. This is important for smoother network operation overall and fewer false alerts about the node being "offline", when it is working as intended.

• Relayed Transactions v2 - also known as meta-transactions, this type of transactions passes the gas cost from the person initiating the transaction to a relayer. Maiar for example uses this when activating a new account, which involves several smart contract calls. In version 2, relayed transactions require less gas.

Several other new features and fixes are making their way onto the testnet, in preparation for the next mainnet release candidate.
