Many of these cables pass through the Strait of Hormuz within an area where Iran can legally exercise sovereignty.

Under the proposed governance model, submarine cables passing through the strait would require permits, fees, and compliance with Iranian laws, while their management, repair, and maintenance could be exclusively assigned to Iranian companies, turning the Strait of Hormuz into one of Iran’s digital power levers.
