Answer: he can't. If he ever pronounced a ban on the Mass, it would be illicit and not binding whatsoever. The Pope is still bound to Quo Primum and the decrees of Trent pertaining to the mass. He can never abrogate it. Imagine thinking that a Pope can abrogate a part of the ordinary infallible magisterium.
