– The second stage involves integrating 'Area A' regions, controlled by the Palestinian Authority, with 'Area B' regions, administratively under Palestinian authority and under Israeli security control; devising a plan to reform the Palestinian Authority's institutions, including restructuring the security apparatus

– The third stage includes launching negotiations on final status issues such as Jerusalem, borders, refugees and water

– In the fourth stage, the declaration of Palestinian independence is made, followed by normalization between Israel and the Arab states

Saudi Arabia requested from the U.S. Secretary of State Antony Blinken in Riyadh real guarantees for the establishment of a Palestinian state, however, Blinken did not provide a response to the Arab paper and expressed objection to unilateral recognition of the Palestinian state
