It was likely done by Ukrainian / American intelligence services, using ISIS as an easy cover story.

All they had to do is recruit some Dagestanis or Chechens, give them training & intelligence, and tell them what to do.

ISIS will take responsibility for anything these days in an attempt to stay relevant, and the US knows this.
