However, according to this proposal, Iran's existing stockpile of highly enriched uranium would stay inside Iran—and not be sent abroad.

The ~440 kilograms of 60% HEU that Iran currently possesses would be enough to produce around 10-20 low-yield nuclear warheads, and is by far the most important aspect of any nuclear deal.

Without removing the existing nuclear material, Iran's nuclear breakout timeframe is still relatively short, unless enrichment capability is not only suspended but destroyed.
