If the report is in fact true, the implications of this event mostly depend on the nature of the cargo that was allegedly seized.

This is not a routine event, so the U.S. must have considered whatever materials were on board to be of vital importance to Iran's military capabilities. This narrows it down.

One possibility is that China was transporting new planetary mixers to Iran, which are necessary for efficiently producing ballistic missiles in large quantities. Some of Iran's planetary mixers were destroyed by Israel during the 12-Day War.

Another possibility is nuclear technology. For the U.S. to seize this vessel, it must have been carrying something important, and dual-use nuclear tech is among the most sensitive materials that could've been on board.

Lastly, and what I personally consider the most likely scenario, is that the U.S. intercepted a routine Chinese shipment of sodium perchlorate, a critical ingredient in making ballistic missile propellant. Iran imports multiple shiploads of sodium perchlorate every year, and it's not as sensitive or vital as some other cargo.

If that's the case, it's more of a 'warning signal' to Iran than anything else. The U.S. probably seeks to limit Chinese shipments to Iran by way of intimidation, which is the most likely goal of this operation, rather than any actual effects on Iran's military capabilities.
