My Opinion on it:

The 6th Schedule is for NE only.
For other states we have the 5th Schedule.

So that won't be a possibility.

The sixth schedule allows the creation of Autonomous Councils ....

You want a separate LS seat for Kargil,
And a separate Autonomous Adminstration Council by using the 6th Schedule.

Statehood is not a big issue. That can be and should be done in the long term.
