Media perception and legacy is everything:

Osama-bin-laden after he was assassinated by US forces in Pakistan, his body wasn't kept there itself but was taken by US forces and later his body was thrown into sea.

Otherwise he would had been treated like a martyr. And locally it would had started a movement.

If Amritapal Singh was encountered or taken away and arrested in public view, he would had public sentiment with him, local public would had a soft corner for the "god man".

By declaring him "bhagoda", Centre is playing down his media perception and whatever legacy he wanted to create.

Because the problem is much more deeper. Repeating the Bhindrawale kind of situation, would create serious problems in the future, which would be irreversible.
