The laws of the twelve tables ended summary execution of Roman citizens in the fifth century, though fasces continued to be a powerful symbol of violent repression in ancient Rome.
Why is it on currency?
The Roman Government never went away. They simply relocated and changed names. This is one of their methods of bragging. You are living under Roman Civil Law (Admiralty/Maritime) aka COMMERCE Law. Putting it on coinage is rubbing it in your face.
