🇷🇺🇺🇸 Comment by the Russian Embassy in the United States

We negatively assess the Country Reports on Human Rights Practices in 2023 published by the State Department. Another attempt has been made to impose U.S. values on the international community. And everyone who disagrees should be ostracized.

📌 Attacks against Russia mainly focused on challenging the legality of the special military operation in Ukraine and unsubstantiated allegations of violations of international humanitarian law by the Russian Armed Forces. In the same row is slander about internal repression and suppression of freedom of speech in our country.

❗️We categorically reject these accusations. This is not the first time Washington has played the human rights card in vain attempts to destabilize the internal political situation in Russia.

📌 Another fact is also clear. The United States is no longer able to “turn a blind eye” to blatant and flagrant cases of violation of fundamental rights and freedoms by the Kiev regime, including arbitrary detentions, threats of physical violence against journalists and total corruption in the courts and government. Although the U.S. authorities are trying to shield their puppets, seeking to attribute all the negativity to the special military operation.

☝️Instead of promoting “double” standards, Washington should focus on improving its own “track record.” For example, on humanization of the penitentiary system. There is still ongoing criticism from international institutions that condemn the United States for the brutal treatment of prisoners and the use of inhumane methods of the death penalty. These facts also include surveillance of citizens around the world, violations of the rights of migrants, including children, a surge in anti-Semitism and Islamophobia, etc.

👉 It is high time for the U.S. authorities to think about including in the report a separate section on the human rights situation in the United States itself.

Once again, this was demonstrated by the bloody terrorist attack that took place on March 22 in the Moscow Region. Russia’s intelligence services and law enforcement agencies are investigating and scrutinising every detail of this despicable act, identifying all parties involved, including instigators, sponsors, and orchestrators. None of them should escape just punishment.

I know that your meeting will primarily focus on addressing the issue of safeguarding the information space from both external and internal threats. This topic holds importance for all nations, as it significantly contributes to ensuring national security, social stability, and economic development.

We strongly advocate for the systematic and concerted efforts of the global community in establishing unified, legally binding norms and principles governing state conduct in the information domain.

Undoubtedly, the key factor in strengthening the sovereignty and security of nations lies in safeguarding and protecting traditional spiritual and moral values <…>

Russia stands ready for close cooperation with all interested partners to uphold global and regional security and to establish a new multipolar international order that aligns with the interests of the majority of nations.

🎙️Ambassador Andrei Kelin’s answer to “RIA Novosti” question about another British “package” of military-technical assistance to the Kiev regime

︎The pledged delivery by the UK Government of yet another tranche of military aid to its Kiev proxies is an exercise in political expediency.

︎On the one hand, London is trying to jump on the bandwagon of US policy of fueling armed conflict in Ukraine. On the other hand, it seeks to shape a favourable media landscape for the visit of Prime Minister Rishi Sunak to Poland.

︎For the ruling Tories the optics are of particular significance ahead of parliamentary elections tentatively scheduled for autumn – because the Labour Party, admittedly, is starting to outshine them as the “party of strong defence”.

︎Statements by Rishi Sunak in Warsaw regarding the intention of spending up to 2,5% of GDP on defence by 2030 serve the same purpose. And, of course, London is throwing down the gauntlet to other European countries to get behind its initiative.

︎The desperate attempt to alter the disappointing dynamic of the conflict in Ukraine is being undertaken at the expense of British taxpayers. Money that could have been spent on muting the more painful symptoms of the intensely felt “cost of living” crisis are set to irretrievably disappear down the Ukrainian “black hole”.

︎It is hardly a coincidence that Kiev has simultaneously decided to cease providing consular services to military-age Ukrainian men living abroad. Clearly holding up its end of the “bargain”, Zelensky’s regime is stepping up mobilisation activities designed to drive more of its own citizens to the frontline of the Western-sponsored proxy conflict against Russia.

We know that despite the round-the-clock anti-Russian propaganda many reasonable people in the UK clearly understand that this turn of events is fraught with a catastrophic scenario for Ukraine and the Ukrainians for which official London pretends to care.

🗓 On April 24, the 4th ASEAN-Russia Consultations of the High Representatives for Security Issues were successfully held in Saint Petersburg on the sidelines of the 12th International Meeting of High-Ranking Officials Responsible for Security Matters.

🔹️ The meeting was co-chaired by Secretary of the Security Council of the Russian Federation H.E. Mr. Nikolai Patrushev 🇷🇺 and Deputy Director General of the General Department of Research and Intelligence, Ministry of National Defence of the Kingdom of Cambodia H.E. Major General Duong Uddam 🇰🇭.

🔹️ High-ranking officials from ASEAN Member States and ASEAN Secretariat attended the meeting. Participants exchanged views on regional security in Asia-Pacific, discussed issues related to the system of strategic stability and arms control.

🔹️ During the meeting Secretary of the Security Council of the Russian Federation H.E. Mr. Nikolai Patrushev 🇷🇺 reaffirmed Russia's commitment to ASEAN centrality in the region and its will to further deepen cooperation with #ASEAN in all dimensions including security.

🔹️This unique ASEAN-Russia platform proved to be an important venue for professional and open dialogue on issues related to regional and global security as well as developing multilateral interaction in combating common challenges and threats.

💬 Yesterday we paid our last respects to Semyon Yeryomin, a frontline correspondent with Izvestia newspaper, who was deliberately and cold-bloodedly bombed by Ukrainian forces using drones, despite the white “press” markings on his helmet or, most likely he was targeted precisely because they saw these markings. Many military correspondents have noted that various symbols used worldwide to identify journalists make them easy targets for the Kiev regime and its adepts.

I have a question for those international officials whose duty it is to hold the Ukrainian butchers accountable for their descent into inhumanity.

I have a question for Audrey Azoulay, the Director-General of UNESCO, one of whose core missions is to respond to attacks on and the murder of members of the press, regardless of their nationality, ethnic background or professional affiliation. Russia marked the 70th anniversary of its accession to UNESCO the day before yesterday. Ms Azoulay probably did not want to darken the celebration with the grim news. However, a day has passed, and then another, yet the head of the world’s largest educational and cultural organisation has not expressed her views on the merciless shedding of blood by the Kiev criminals and murderers. Similarly, there was no reaction when other journalists, frontline correspondents and members of the press were killed by the neo-Nazis and their agents.

Many nice words regarding UNESCO were voiced the day before yesterday, but they mainly referred to its past deeds and achievements. Its current actions, or rather the chronic and deliberate inaction of its leadership, are devaluing its achievements and undermining its prestige. How can UNESCO remain a global reference point in the field of ethics and humanitarian standards when its head is displaying callousness and a lack of elementary empathy, let alone objectivity and impartiality, due to political bias?

Where are all those who have worked for years to ensure that the UN Security Council adopts resolutions on the safety of journalists? Where is the OSCE?

At the very least, these organisations, which are funded by member states’ contributions, are neglecting their direct responsibilities. This has no connection to the United States, but I will address that later.

💬 Security issues are acquiring special significance now considering the processes unfolding in the world when our Western colleagues headed by the Americans want to prove to everyone that they have the right to decide and control everything.

At one time, Sandinista leader Carlos Fonseca wrote a “Centenary-long review of North American invasions of Nicaragua”. In other words, these manners, instincts and politics have deep roots. But history is implacably moving forward, and the unipolar world is coming to an end.

☝️ New centres of power have emerged, including such structures as BRICS, the SCO, CELAC and the African Union. There is no doubt that the days of colonialism and neocolonialism are passing away.

Latin America and the Caribbean will become one of the major centres of a multipolar international order. We consider this a sound trend. CELAC’s return to its identity is a good sign.

🤝 We appreciate out trust-based, regular and detailed dialogue with our Nicaraguan friends on the international agenda. Today, we will also discuss the status of our bilateral relations. Then we will wish you success at the international meeting of the high representatives supervising security issues in St Petersburg.

🎙 Foreign Minister Sergey Lavrov’s address to the participants in the 3rd international youth forum Russia-Africa: What Next? (Moscow, April 24, 2024)

💬 Over the past years, this forum has established itself as one of the key platforms for promoting the youth dimension in our cooperation with African countries.

I believe that your mission involves supporting efforts to implement the agreements resulting from last year’s Russia-Africa Summit in St Petersburg. This meeting at the highest level laid a solid foundation for generating steady momentum in promoting multifaceted ties between Russia and Africa in the near future. The summit’s outcome documents – the Declaration and the Russia-Africa Partnership Forum Action Plan 2023–2026 – set forth our converging approaches on these matters.

According to the updated Foreign Policy Concept as approved by President Vladimir Putin on March 31, 2023, one of the unquestionable priorities for us today is to forge lasting strategic partnerships with African countries.

🌍 Russia views the African continent as a global centre with its own unique identity in the emerging multipolar global architecture. The fact that our African friends have made great strides in their national development is a source of great satisfaction for us. This is largely attributable to proactive youth engagement in political, economic and humanitarian processes.

❗️ Russia reaffirms its commitment to helping African countries strengthen their sovereignty and security in all aspects and dimensions.

We will keep up our proactive efforts to promote capacity building in African countries, including by increasing the number of scholarships we award, as well as by opening branches of Russian universities and schools across the continent, and developing a network of open education centres.

🤝 On April 24, Russia's Foreign Minister Sergey Lavrov had a traditional meeting with the leadership of the Association of European Businesses in Russia and multiple European trade and industrial associations.

During the event, the Russian side assessed the current geopolitical situation and emphasised risks linked with the increasingly greater politicisation of the trade and economic interaction sphere. The participants openly exchanged opinions on a number of current foreign policy issues, including foreign business operations in Russia.
🌐 April 24 marks the International Day of Multilateralism and Diplomacy for Peace. Established by the UN General Assembly resolution 73/127 of December 12, 2018, it seeks to promote the values of the United Nations and reaffirm the faith of our peoples in the purposes and principles enshrined in its Charter.

From Foreign Minister Sergey Lavrov’s remarks at the UN Security Council’s open debates “Effective multilateralism through the Defence of the Principles of the UN Charter” (New York, April 24, 2023):

💬 For a little less than 80 years of its existence, the UN has been carrying out the important mission entrusted to it by its founders. For several decades, a basic understanding by the five permanent members of the UN Security Council as regards the supremacy of the charter’s goals and principles guaranteed global security.

• Today, our UN-centric system is going through a deep crisis. The main reason is a striving by some UN members to replace international law and the UN Charter with a certain “rules-based” order.

• Our Western colleagues have been inconvenienced by holding talks based on universal formats, such as the UN, for a long time now. In order to provide an ideological substantiation for the course on undermining multilateralism, they initiated a concept of united “democracies” as opposed to “autocracies.”

• Summits for Democracy, the Alliance for Multilateralism <...> – all these and other non-inclusive projects were designed to thwart talks on the corresponding matters under the auspices of the UN.

❗️ Let's call it what it is: no one authorised the Western minority to speak on behalf of all humankind. Please act decently and respect all members of the international community.

👉 It is our common duty to preserve the United Nations as the hard-won epitome of multilateralism and coordination of international politics. The key to success lies in working together, renouncing claims to anyone's exceptionalism and showing respect for the sovereign equality of states.
🇺🇳 #OTD in 1945, a conference at which the United Nations was established and its Charter approved started in San Francisco. It was attended by 850 delegates from 50 states.
 
The idea to create an efficient universal security organisation emerged at the early stages of World War II. Its discussion intensified in 1943 against the backdrop of the Red Army’s victories over the Nazis near Stalingrad and on the Kursk Bulge.
 
The leading members of the anti-Hitler coalition drafted the foundations and structure of the future UN. The final decision to convene a conference in San Francisco was made at the Yalta meeting of the heads of the Big Three (the USSR, the US and Great Britain).

✍️ Proceeding from the proposals formulated at the Dumbarton Oaks conference in 1944, the delegates agreed on procedural matters and endorsed the main bodies of the UN and the principles of their operation. They also discussed the formation of the General Assembly, the Security Council, the International Court and the UN Secretariat.
 
The Soviet delegation took a most active part in the work of the conference. It was first headed by People’s Commissar of Foreign Affairs Vyacheslav Molotov and later by Soviet Ambassador to the US Andrey Gromyko. Here are the key achievements of Soviet diplomacy in San Francisco:
 
✔️ Inclusion into the UN Charter of the provisions on the need to settle and resolve international disputes by peaceful means;
 
✔️ The sealing in the Charter of the Security Council voting procedure that was agreed upon at the Yalta conference;
 
✔️ The inclusion of the Byelorussian and Ukrainian Soviet Socialist Republics into the UN founding fathers.
 
☝️ The conference in San Francisco demonstrated the unity of the international community after the hard trials of World War II. The decisions adopted at that time laid a foundation for the postwar world order and created an effective mechanism for mutual international deterrence, which has allowed the world to avoid global conflicts for many decades.

🎙 Foreign Ministry statement on the 20th anniversary of UNSC Resolution 1540

April 28 will mark 20 years since the United Nations Security Council unanimously adopted Resolution 1540. It became the first decision in which this international body addressed the issue of non-proliferation of weapons of mass destruction in a comprehensive manner. The Russian Federation was at the origins of this resolution and acted as its co-author.

The resolution filled the void, which existed at the time of its adoption within the global security architecture. In fact, it emerged as the only universal legally binding document on the non-proliferation of WMDs, covering all their types, including nuclear, chemical and biological weapons, as well as their means of delivery and related materials.

Resolution 1540 offered states an important impetus for adopting effective measures at the national level to prevent WMDs, their means of deliver and related materials from getting into the hands of non-state actors, including terrorists. Its full implementation by all countries would constitute a genuinely global response to the proliferation challenge, which weighs on all members of the international community without exception.

🇷🇺 The Russian Federation reaffirms its commitment to the objectives of this resolution. Our country has adopted and continues to fine-tune measures aimed at ensuring its effective implementation and stands ready to carry on with its sustained and system-wide efforts, within the resolution’s framework, in the spirit of cooperation and non-interference in the sovereign affairs of other countries.

There is hope in Moscow that UNSC Resolution 1540 remains viable in today’s challenging international environment, while the international community makes the best use of its unifying potential for maintaining and ensuring peace and security.

💬Russia's chairmanship of the CIS is based on our country's special role in efforts to deepen integration processes in Eurasia. Practical steps to achieve this strategic task are reflected in the Concept approved by the President of Russia, as well as in the relevant priorities.

They include economic cooperation, particularly in the areas of food security, technological and energy security, transport and logistics, the environment, innovation, digitalisation, industrial cooperation, as well as cultural and humanitarian ties and addressing new challenges and threats.

❗️We attach the highest priority to preserving historical memory and working together against the growing attempts in the West to revise the history of the Second World War and to glorify Nazism. This is our common sacred duty.

🌍Russia is also focused on promoting the "external dimension" of the CIS by developing its cooperation with regional and international organisations. We welcome the interest of the states of the Global Majority in building their relations with the CIS and its members in accordance with international law, on the basis of equality, mutual respect of interests and common approaches to solving international and regional problems.

🤝I am confident that the work carried out under the Russian chairmanship to transform the CIS region into an area of peace, cooperation, sustainable development and shared prosperity will contribute to the creation of a fair world order based on the diversity of civilisations, the balance of power and interests of all participants in international relations, guaranteeing the security of all states, the preservation of their cultural and civilisational identity and equal opportunities for comprehensive development.
