📄 According to its Constitution, States Parties to this Constitution, believing in full and equal opportunities for education for all, in the unrestricted pursuit of objective truth, and in the free exchange of ideas and knowledge, are agreed and determined to develop and to increase the means of communication between their peoples and to employ these means for the purposes of mutual understanding and a truer and more perfect knowledge of each other’s lives.
The purpose of the Organization is to contribute to peace and security by promoting collaboration among the nations through education, science and culture in order to further universal respect for justice, for the rule of law and for the human rights and fundamental freedoms which are affirmed for the peoples of the world, without distinction of race, sex, language or religion.

Took note of futile attempts of the Embassy of Ukraine to cancel Russian culture in Singapore. It is quite unsurprising from a country that opted for destruction of monuments of worldwide famous Russian artists in its territory and for promoting the inhumane culture of violence and intolerance, deeply rooted in the Nazi ideology, instead of donating to the global culture.
The other worrying trend is not to allow Singaporeans to view the movies that obtained all necessary permits from the local authorities and to deprive local public of making their own opinion about Russian movies and life of Russia for the sake of poor propaganda, which floods through the Ukrainian Embassy's Facebook page.

⚡️ Russia's EMERCOM special flight has landed at the international airport Domodedovo. Aboard the plane were Russian citizens and their families, including citizens of Palestine, evacuated from the Gaza Strip.
Among the passengers were 2 pregnant women and 49 children.
Upon their arrival, the evacuees were provided with hot meals and drinks as well as warm clothes and are now going through border control procedures.

We noted the latest destructive decisions of the US Administration to increase sanctions pressure on Russia and states friendly to our country.
👉 It is symptomatic that the American authorities announced new restrictions on November 16. On this particular date, 90 years ago, diplomatic relations between the USSR and the US were established.
📌 The history of interaction between the two powers has seen ups and downs, confrontation and détente, brotherhood in arms and an arms race. Periods of normal dialogue has only benefited the peoples of both countries and the interests of global security. However, modern times are characterized by outright aggression on the part of Washington, which has proclaimed the “strategic defeat” of Russia as its chief goal. The aim is to deplete our economy, provoke protest sentiments and demonize Moscow on the international scene.
📌 The United States persistently try to use an entire sanctions arsenal against us. Restrictions are multiplying both under some far-fetched pretexts about the need to resist Russian influence in various parts of the world, as well as for purely selfish purposes. In particular, we hint at the administration’s desire to redraw the global energy map using illegitimate and anti-market initiatives like “price ceilings” against our exports.
❌ Washington finally has to realize the futility of waving the sanctions baton and trying to break Russia. The unipolar world is irrevocably becoming a thing of the past. American claims to leadership over the entire planet are causing increasing resistance from the global majority. The sooner the local ruling circles quiet their ambitions and abandon the methods of economic and political dictatorship, the easier it will be for them to integrate into the emerging polycentric system of international relations.

🎙Russian Embassy comment regarding the broadcast of the Channel 4 film on the situation of children evacuated from new Russian regions and Ukraine
▪Just as we had anticipated, the documentary "Hunt for Ukraine's Stolen Children. Dispatches" aired on November 13th by Channel 4, did not venture beyond the boundaries of the stale anti-Russian "agitprop," for which British media over the last years have become renowned.
▪Once more, viewers were presented with a politically biased and factually unsubstantiated piece. Its intention is to discredit the valiant efforts of Russian military personnel, as well the Russian Federation Presidential Commissioner for Children’s Rights Ms Maria Lvova-Belova to organise the humanitarian evacuation of children from active combat zones to more secure Russian regions, their reception and accommodation, as well as the establishment of guardianship and wardship over them.
▪Speculations on this issue have long been debunked through statistics and facts. The Office of the Presidential Commissioner for Children’s Rights regularly releases reports on the matter, widely available to the public in English and Russian.
▪Instead of referring to these materials, which convincingly demonstrate the unwavering commitment of Russian authorities to the rights of the child, Channel 4's team preferred to reproduce speculations based on cynically misleading the audience through manipulation with video footage and facts.
▪The staged nature of some scenes is evident, including the Ukrainian "activists" interaction with children who have returned to their relatives in the territory controlled by the Kiev authorities.
▪On 7 November a Channel 4 editorial team representative sent a query to the Embassy requesting answers to a series of accusatory and, in some instances, evidently provocative questions. The calculation was clearly that we would not want or be able to react to the insinuations of pro-Kiev journalists within the specified deadline. However Channel 4's expectations were not met. We prepared exhaustive answers to each of the accusations on six pages, as well as additional information with statements from Russian officials. The Embassy promptly sent them to the editorial team of the British channel.
▪However, out of all the diverse information we provided, Channel 4 aired only one phrase, devoid of context – that the children travelled to Crimea for their summer holidays. And even this with the clear intention of drawing attention to London's disagreement with the status of the peninsula as part of the Russian Federation, voluntarily determined by its residents following the democratic referendum in March 2014.
☝️Thus, Channel 4 chose to undermine the fundamental principle of professional journalism – the need for balanced representation of all points of view. With this in mind we feel the need to correct the imbalance created by the British channel. We are therefore publishing the original text of our comments, sent in response to the above-mentioned request.
❗As for the deliberate discrediting of actions of Russian military personnel by Channel 4, this will not pass without a due response.

On November 17, another group of Russian citizens and their families evacuated from the Gaza Strip (120 people altogether, including 49 children) were transported from Cairo to Moscow by an Emergencies Ministry plane as per President Vladimir Putin’s instructions.
A group of Foreign Ministry officials dispatched to Domodedovo Airport helped the arrivals with border, migration and passport control procedures, in particular, providing the necessary documents for the Palestinians members of the Russian citizens’ families.
🤝 Russia is grateful to the authorities of Egypt, Israel, Palestine and Qatar for their efficient assistance.
Evacuation measures will continue with the concerted efforts of Russian representative offices in Cairo, Tel Aviv, Ramallah and Doha, as well as the Emergencies Ministry and related agencies.
All the necessary measures are being taken to ensure a speedy and safe evacuation of our compatriots from the conflict zone and their safe transportation to Russia.

🌐 The second Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting in San Francisco focused on international trade, artificial intelligence (AI), and the environment. The meeting focused on digital transformation, challenges, development and regulation of AI. The topics of "investing in green transformation" as well as climate finance were also touched upon.
🤝 Russia is strengthening trade ties with the economies of APEC. We want predictability in international trade and WTO's effectiveness.

⚡️ Russia's EMERCOM delivers yet another batch of humanitarian aid to those in need in the Gaza Strip.
Aboard the latest plane were 30 tonnes of food supplies and personal care products. The aid was handed over to the Egyptian Red Crescent Society, which will deliver it to the people in the conflict zone.
In total Russia has already shared 190 tonnes of humanitarian aid. More to come.
