🇷🇺🇲🇱 Foreign Minister Sergey Lavrov's opening remarks during talks with Minister for Foreign Affairs and International Cooperation of the Republic of Mali Abdoulaye Diop

📍 Bamako, February 7, 2023

💬 I am delighted to be in Bamako. First, we are always among friends here. Second, this is the first Russian Foreign Minister’s visit to Mali in the history of bilateral relations.

We are closely expanding our partnership in various fields, including economic cooperation. We intend to build on the experience gained over decades of bilateral relations after you gained independence with Russia’s support, in order to further the development of Mali’s statehood and economy, and the resolution of social problems in the interests of the Malian people at the present stage.

🤝 We will certainly continue to implement our existing plans, including the supply of much-needed energy resources, food, fertilisers, and other goods.

Completing his mission in Jakarta Russian 🇷🇺 Ambassador to #ASEAN H.E. Mr. Alexander Ivanov sums up the work being done during his tenure in the article "ASEAN does matter to Russia. A lot".

💬Indeed, for the last several years Russia became an indispensable actor in the Asia Pacific. Our #ASEAN friends understand and appreciate a constructive stabilizing role of Russia 🇷🇺 with no hidden agenda in the region. Our philosophies of international relations, based on the principle of sovereign equality of nations, are similar.

❗️Our practical cooperation reached a status of strategic partnership in 2018, fixed during the Summit of our leaders in Singapore. During these years in addition to existing areas of cooperation, we have managed to launch and actively promote new ones, including Consultations of the High Representatives for Security Issues, Dialogue on ICT Security-related issues, meetings of Tourism ministers and others. In the end of 2021 we successfully held the first ASEAN-Russia Naval Exercises (#ARNEX) in the Indonesian territorial waters. In 2022 we organized a number of events within the framework of ASEAN-Russia Year of Scientific and Technical Cooperation. Dozens of joint projects were implemented and financed by Russia 🇷🇺 in various spheres ranging from agriculture to training of ASEAN health experts and specialists of law-enforcement agencies. We continued to develop practical cooperation between ASEAN and Eurasian Economic Union as well as with Shanghai Cooperation Organization, thus moving the processes of integration of integrations across the huge Eurasian continent.

🔻We firmly believe that #ASEAN-centered mechanisms of cooperation, created in the last 55 years and based on the principles of equality, mutual respect and constructive engagement, including the #EAS, #ARF and #ADMM-Plus, played the pivotal role in stabilizing the region, balancing the interests of all big players and promoting mutual trust, which are prerequisites of the Asia Pacific phenomenon of becoming the main engine of the global economic growth. For many decades there were no hot military conflicts in the region. Largely it is the merit of #ASEAN wisdom and its leading role in shaping multilateral cooperation here. That is why Russia strongly supports #ASEAN centrality in the region not only in words but in deeds. 🤝

🔻There are many internal and external challenges for #ASEAN in the turbulent situation of strategic ambiguity. I am sure that the current Indonesian 🇮🇩 Chair will be able to navigate the “ASEAN ship” through the troubled waters of the Indian and Pacific oceans.

🎙 Foreign Minister Sergey Lavrov’s comment for the media on the results of his meeting with Interim President of the Republic of Mali Assimi Goïta

📍Bamako, February 7, 2023

💬 We discussed everything that affects the interests of the Russian Federation and the Republic of Mali in drafting our development plans in line with interests of our peoples.

🤝 We discussed the issues that Foreign Minister Abdoulaye Diop and I talked about at the news conference: plans for trade, economic and investment activity; ongoing military and military-technical programmes; humanitarian, cultural and education ties, and coordination at the UN and other international organisations.

We are reliably meeting Mali’s needs to ensure its security and defence capability. With our support, the Malian leaders have achieved clear successes in countering terrorism. We will certainly continue this cooperation.

🇺🇳 In the United Nations, we will firmly uphold the fundamental principle of the sovereign equality of states and oppose the increasingly frequent attempts to bring back colonialism to the international community.

We have achieved specific results during this visit and we will translate them into action.

Until it’s too late, the West and Europe in particular must realize – there is a way out of the crisis. Kiev shall announce that it ceases hostilities, orders its troops and nationalistic units to lay down arms, voluntarily subjects itself to demilitarization and denazification.

• This is the first ever visit by a Russian Foreign Minister to the Republic of Mali, which makes this a historic event.

• Since the days of decolonisation, our shared position has been based on decades of friendship, cooperation and mutual assistance.

• We continue to provide humanitarian assistance to Mali, primarily under bilateral arrangements.

• We will continue rendering the necessary assistance to our friends in our bilateral relations and not only in promoting its economic, trade and humanitarian development but also in enhancing the combat ability of the armed forces of Mali and training its military and law-enforcement officers.

• In the past few months, we sent to Mali large consignments of aviation equipment that has substantially enhanced the capacity of the Malian Armed Forces and security structures to eradicate the terrorist threat.

• We believe that African issues should be addressed based on the “African solutions to African problems” principle, whereby the countries of the continent themselves agree on the path forward and no external player (especially former parent states) tries to impose any decision on them using unscrupulous personal or other types of pressure.

1️⃣3️⃣February - #WorldRadioDay, proclaimed by UNESCO in 2011 & adopted by UN General Assembly in 2012.

On the eve of this day, the International News Agency and Radio Sputnik 🇷🇺 held a round table with broadcasters from Africa 🇩🇿🇲🇱🇸🇳🇨🇩🇨🇬.

The participants stressed the role of radio, which remains the most popular Media source in Africa, in developing dialogue between peoples and nations.

Russian 🇷🇺 media managers shared their experience with African colleagues and presented Sputnik Afrique broadcasting projects in the French language.
In June 2014, the Ukrainian "wings of freedom" unleashed untold horror and destruction on unsuspecting civilians in #Lugansk. Thus began Kiev's campaign of terror against Russian #Donbass, now generously funded by #UK taxpayers.
⚡️ Russian MFA Spokeswoman Maria Zakharova:

💬 Everyone is interested in our comments on the investigation by the American journalist Seymour Hersh.

In brief, he wrote the following: Biden personally ordered a terrorist act; the preparations lasted for 9 months; National Security Advisor to the President Jake Sullivan was in charge of all this; US secret services divers planted explosives on the pipelines during NATO exercises; the Norwegian military took part in the operation; attacks from a submarine and air bombing were also considered as options.

We have repeatedly expressed Russia’s position on the involvement of the US and NATO: one, two, three, four.

We have noted that they did not try to hide this, boasting before the world of their ability to destroy civilian infrastructure via which Europe received Russian energy resources.

We also regularly noted the reluctance of Denmark, Germany and Sweden to conduct an open investigation and their objections to Russia’s participation in it, although our country sustained enormous losses due to this incident.

Now the White House needs to comment on these facts.

⚡️ Foreign Ministry statement regarding the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (New #START)

Read in full

We categorically reject the US representatives’ allegations about Russia’s non-compliance with the provisions of the New START Treaty.

👉 Before accusing the Russian Federation of non-compliance with the provisions of the New START Treaty, the United States should settle years-long problems with the US’s illegitimate exclusion from the counting rules of a substantial part of its strategic offensive arms, which Washington claimed to have converted or which it renamed so that they were no longer covered by the treaty terms and definition.

☝️Regarding the suspension of inspection activities under the treaty, we would like to note that it was the US activities that violated the standard inspection procedures. Washington adopted anti-Russia restrictions, which prevented the Russian Federation from holding unobstructed inspections in the territory of the United States and thereby created obvious unilateral advantages for the American party.

The US’s intention to resume inspections in Russia without prior arrangement forced us to temporarily withdraw our strategic facilities from the inspection regime of the treaty, which is envisaged in its provisions. These measures do not run contrary to the New START Treaty.

❗️Any positive signals or concessions on issues raised by the United States in the context of compliance with New START will be unjustified, untimely and inappropriate until Washington reviews its hostile policy towards Russia and abandons its line of building up threats to our national security.

🇷🇺 Russia reaffirms its unwavering commitment to New START as an important instrument for maintaining international security and stability.
