The 215th Session of UNESCO’s Executive Board, held in October, once again demonstrated the destructive course taken by the collective West towards further politicising the organisation’s agenda.
Despite UNESCO’s purely humanitarian competence and mandate, the remarks by a group of countries primarily representing the European Union and NATO, contained aggressive anti-Russia attacks and calls. Those countries promoted non-consensus and provocative decisions in a crude and offensive manner, eventually “Ukrainising” the organisation’s activities.
Against this backdrop, the actions of the UNESCO Secretariat, which is obediently replicating the attitudes of the Russophobic minority of the member states, are of serious concern.
Specifically, through this year, UNESCO has not provided its auspices for any events held in the Russian Federation. All our applications for the opening of UNESCO Chairs or schools joining its networking programme have been rejected without explanation. Russia-supported scientific prizes and scholarships by are being deliberately hindered, and voluntary targeted contributions to humanitarian projects in developing countries are being blocked. The Secretariat refused to publicly condemn the brutal murder of young Russian journalist Darya Dugina by Ukrainian nationalists, which was a violation of the Director General’s mandate to promote the safety of journalists and a manifestation of the highest degree of cynicism.
In view of the above, we state that today, UNESCO more than ever needs effective protection from the encroachments of irresponsible members who are using the organisation’s platform to settle scores with “undesirable” countries. To this end, we once again urge the Secretariat not to succumb to external pressure and to be guided by the statutory provisions on the international responsibilities of the UNESCO Director-General and other staff.

🔹 Over a long time, the Russian Federation has repeatedly expressed concern over military biological activities carried out with the most direct assistance and participation of the US Department of Defense (DoD) in laboratories in the territories of the former Soviet republics away from the North American continent and close to the Russian borders.
🔹 In the course of the special military operation in Ukraine, the Russian Federation obtained a variety of documents and evidence that disclosed the true nature of military biological activities of the US DoD and its contractors with Ukraine in the military biological area.
🔹 We still have questions to the United States and Ukraine regarding observance of the obligations under the BTWC in the context of biological laboratories operating in Ukraine. The nature of military and biological activities carried out in Ukraine testify to the violations of provisions of BTWC Articles 1 and 4 by the US and Ukraine.
🔹 There are attempts to convince us that the cooperation of the United States and Ukraine in the biological area is purely peaceful in nature. But why is it that from the US side this cooperation is managed by the Pentagon and its numerous contractors?

❗️ Tens of thousands of Ukrainian nationalists joined the Nazis, carrying out ethnic cleansings & massacres, brutally killing communists, Jews & civilians.

I have paid attention to the media ‘leaks’ regarding the possible acceleration of delivery of the first modernized B61-12 nuclear gravity bombs to Europe.
Representatives of the Administration habitually call these munitions tactical and speculate that the Russian arsenal of the same class is several times larger than that of the US. However they fail to mention the fact that all our tactical nuclear weapons are stockpiled in centralized storage facilities on the Russian territory and cannot pose a threat to the United States.
The US bombs, on the other hand, are deployed in European countries with a short flight time to Russian borders. Therefore, despite their limited yield, B61-12 play a strategic role.
Moreover, the US military, together with their NATO partners, conduct regular exercises in the use of these weapons. Currently such training is taking place in the form of the Steadfast Noon maneuvers. The NATO leadership claim that the exercise is not directed against Russia. The question arises: against what other country the alliance, whose Strategic Concept calls Russia ‘the most significant and direct threat,’ trains to use nuclear weapons?
In this time of tension and heightened risks, nuclear powers bear a special responsibility for preventing escalation. With this in mind, I once again urge Washington to return all of its nuclear weapons deployed abroad to the national territory and eliminate foreign infrastructure for their storage and maintenance. As well as to abandon the practice of training military personnel from non-nuclear states to use such weapons as part of the so-called nuclear-sharing missions that contradict the fundamental principles of the NPT.

Desecration of any religious site, not to mention the houses of worship of world confessions, is absolutely unacceptable. Today at 4.20 am, the Kiev regime carried out a terrorist attack against the ships of the Black Sea Fleet and civilian ships that were on the outer and inner roadsteads of the Sevastopol base. The attack involved nine unmanned aerial vehicles and seven autonomous maritime drones.
❗️ It should be emphasised that the ships of the Black Sea Fleet that were subjected to the terrorist attack are involved in ensuring the security of the ‘grain corridor’ as part of an international initiative to export agricultural products from Ukrainian ports.
The preparation of this terrorist act and the training of military personnel of 73rd Marine Special Operations Center were carried out under supervision of British specialists 🇬🇧 in the city of Ochakov, Nikolayev region in Ukraine.

• Over the past years, the Russian Federation has more than once raised the issue of the military biological activities conducted by the Pentagon and agencies within its jurisdictions in laboratories located far away from the United States on the Russian border in the post-Soviet countries.
• Such activities of the US military on territories adjacent to Russia have a direct effect on biological security of the Russian Federation.
• Evidence and materials acquired during the special military operation have revealed the true nature of US military biological activities in Ukraine.
• The scale and goals of military biological activities become clear from a report on the inspection of the collection of microorganism strains at the Mechnikov Anti-Plague Research Institute of the Ukrainian Health Ministry in Odessa. According to the report, the institute had in its storage 422 units of cholera causative agents and 32 units of anthrax causative agents.
• The list of documents at our disposal incudes the descriptions of projects UP-4, Flu-Flyway and P-781, which studied the potential spread of dangerous infections by migratory birds and bats, which can be regarded as the carriers of viruses. The spatial range of these projects included not only the Ukrainian regions that border Russia but also the territory of Russia.
• The above circumstances and the military-biological activities carried out in Ukraine are indicative of the fact that the United States and Ukraine are violating the provisions of Articles I and IV of the BTWC.
• In accordance with Article VI of the BTWC, and in the absence of a constructive response from the United States and Ukraine to our claims, the Russian Federation was left with no choice but to file a complaint with the President of the UN Security Council to launch an international investigation.
❗️ We will push to have our legitimate rights exercised based on the provisions of international law.

• Evidence and materials acquired during the special military operation have revealed the true nature of US military biological activities in Ukraine.
• The scale and goals of military biological activities become clear from a report on the inspection of the collection of microorganism strains at the Mechnikov Anti-Plague Research Institute of the Ukrainian Health Ministry in Odessa. According to the report, the institute had in its storage 422 units of cholera causative agents and 32 units of anthrax causative agents.
• The list of documents at our disposal incudes the descriptions of projects UP-4, Flu-Flyway and P-781, which studied the potential spread of dangerous infections by migratory birds and bats, which can be regarded as the carriers of viruses. The spatial range of these projects included not only the Ukrainian regions that border Russia but also the territory of Russia.
• The above circumstances and the military-biological activities carried out in Ukraine are indicative of the fact that the United States and Ukraine are violating the provisions of Articles I and IV of the BTWC.
• In accordance with Article VI of the BTWC, and in the absence of a constructive response from the United States and Ukraine to our claims, the Russian Federation was left with no choice but to file a complaint with the President of the UN Security Council to launch an international investigation.

Russian MFA Spokeswoman Maria Zakharova on the Ukrainian crisis and Kiev's preparations to staging a “dirty nuclear bomb” provocation.
💬 On October 25 the UN Security Council discussed, at Russia’s request, the Kiev regime’s preparations to stage a provocation with the use of a “dirty nuclear bomb” on the territory under its control. The Russian representatives cited convincing arguments pointing to the serious nature of this problem.
In our comment, we noted that the aim of the provocation prepared by the Ukrainian authorities and their Western curators is to blame Russia for allegedly using a weapon of mass destruction.
We urge the West to use its influence with its Ukrainian underlings and tell them to turn back from this reckless idea. It could have irreversible consequences, including possible mass loss of innocent civilian lives.
I would like to once again draw your attention to Vladimir Zelensky’s address to the Lowy Institute on October 6. His was perfectly frank about the use of nuclear weapons. Not by Russia but by NATO, I should stress. He urged the alliance to deliver preemptive strikes at our country.

Moscow has promised to send 500,000 tonnes of free grain, which has most probably been stolen in Ukraine, to other countries within the next four months. However, by blocking the grain corridor Russia has stopped the delivery of 2 million (!) tonnes of grain to Algeria, Yemen, Vietnam, Bangladesh, and other countries RIGHT NOW.”
And now the truth:
1. Russia has long been offering to deliver ITS OWN fertilisers to the countries that need them. The offer has been made by the President (1, 2) and the Foreign Minister.
2. Russia is also ready to send up to 500,000 tonnes of ITS OWN grain to the poorest countries free of charge.
3. The Kiev regime, due to its own greed, is unwilling to give anything to anybody even when others are ready to help others for free.
4. The grain deal has been killed by Zelensky and his terrorists, controlled by British special forces, so as to complement nuclear blackmail with a grain ransom. The money and weapons they receive are no longer enough for them. They want more deaths. Money, weapons, and death are the devilish force behind the Kiev regime.
