Today Russia's Defence Ministry has once again organised humanitarian corridors for civilians to leave the cities. And yet again the Ukrainian military & Neo-Nazi militants refuse to let them out, using as human shields and actively blocking them from leaving.

⚡️ Among the many ordinary people de-facto held hostages are foreign students. They complain they are treated harshly by the Ukrainian military and are prevented from leaving the city through humanitarian corridors.

#Statement by the Embassy on the violation of its territory

On March 7, 2022, 13:30pm, a large truck came over to the gates of the Embassy, pulled back and torn down the gates of the Embassy. The incident took place in the presence of Garda officers, who stood idle.
The Embassy strongly condemns this criminal act of insanity directed against peaceful diplomatic mission.

The Embassy views this incident as a clear and blatant violation of the Article 22 of the Vienna Convention on Diplomatic relations of 1961. The Embassy is in contact with the Department of Foreign Affairs of Ireland, demanding that the Irish authorities take comprehensive measures to ensure the safety of it’s staff and their family members.

The incident is cause of extreme concern. We believe that no people of sound mind could support such senseless and barbaric actions.

In order to conduct a humanitarian operation:
➡️ 1. From 10:00 a.m. (Moscow time) on March 8, 2022, the Russian Federation declares cease-fire and is ready to provide humanitarian corridors:

from Kiev and adjacent settlements to the Russian Federation through the territory of the Republic of Belarus to Gomel city with delivery by air to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;

from Chernigov through the territory of the Republic of Belarus to Gomel with delivery by air transport to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;

from Sumy by two routes to Poltava and to the territory of the Russian Federation to Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, in the southern direction - in agreement with the Ukrainian side;

from Kharkov to the territory of the Russian Federation to Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, to Lvov, Uzhgorod, Ivano-Frankivsk - in agreement with the Ukrainian side;

from Mariupol by two routes to the territory of the Russian Federation to Rostov-on-Don through Novoazovsk and Taganrog cities, to Zaporozhye - in agreement with the Ukrainian side.

➡️ 2. This statement should be immediately brought to the Ukrainian side (Deputy Prime Minister of Ukraine Irina Vereshchuk) proposed to coordinate the specified routes and the start time of humanitarian corridors by 03:00 a.m. (Moscow time) on March 8, 2022, and to submit written approval of these approaches, including guarantees to ensure security on the declared routes of humanitarian operations by the Ukrainian authorities to the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine by the specified time.
The Ukrainian side have to publish this statement in Ukrainian and Russian languages in Ukrainian media by 03:00 a.m. (Moscow time) on March 8, 2022.

➡️ 3. This statement (in Russian and English) should immediately be brought to the attention of the embassies of foreign states, relevant structures of the UN, the OSCE, the ICRC and other international organizations through all available information resources, including the media.

➡️ 4. The Ukrainian side should also inform, in accordance with the established procedure, about the planned humanitarian operation before 03:00 a.m. (Moscow time) on March 8, 2022, representatives of the embassies of foreign states, specialized structures of the UN, the OSCE, the ICRC and other international organizations located on the territory of Ukraine, through all available information resources, including Ukrainian media.

➡️ 5. For the purpose of implementation of measures for the evacuation of civilians and foreign citizens along agreed routes during the humanitarian operation, from 09:30 a.m. (Moscow time) on March 8, 2022, organize continuous communication between the Russian and Ukrainian sides for the mutual exchange of information on the preparation and carrying out the evacuation of civilians and foreign citizens.

Key points:

🔹 Regrettably, we have seen the statement by European politicians on energy issues and calls to dump Russian oil and gas. European officials are once again trying to shift the problems and failures of their own energy policy of recent years onto Russia.

🔹 Russia has been nothing but a reliable partner for many decades. And Gazprom continues to meet its contractual obligations on gas supplies to Europe in full.

🔹 Russia is a major supplier of oil to Europe. Europe consumes about 500 million tonnes of oil, and Russia supplies around 30% of it, that is 150 million tonnes, and 80 million tonnes of petrochemicals on top of that.

🔹 We see our partners, traders, shipping companies, banks and financial institutions coming under enormous pressure. I would like to emphasise that such statements and actions will only roil the market. We have already seen oil prices exceeding $130 per barrel.

🔹 Attempts to kick start discussion of an import ban undermine the foundations of the market, create uncertainty and cause considerable harm to consumers.

🔹 If you want to cut off supplies of energy resources from Russia, go ahead, we are ready for that. We know where will reroute these volumes. The question is – who benefits? And what is the point?

🔹 Various fakes are being hyped alleging that the Russian Armed Forces are attacking Zaporozhye nuclear power plant. Russia has absolutely nothing to do with that.
🇷🇺🇮🇳📞 On March 7, Russian President Vladimir Putin had a telephone conversation with Prime Minister of the Republic of India Narendra Modi.

The Leaders continued discussing the situation in connection with the special military operation for the protection of #Donbass and, in particular, the evacuation of Indian nationals.

☝️ Vladimir #Putin informed the Indian Prime Minister that the Russian Armed Forces had declared a ceasefire and opened humanitarian corridors in view of the worsening humanitarian situation.

Meanwhile, nationalist formations continue to create obstacles to the peaceful evacuation of civilians, including foreign nationals, from the combat areas by resorting to crude force and various provocations.

🤝 Narendra #Modi expressed readiness to render any assistance possible to achieve an early resolution of the conflict.

💬 The number of victims who got killed by radicals is growing daily, first of all in Kiev. We call on our colleagues in the Council to stick to the humanitarian aspects of the situation in Ukraine. We have had opportunities to give our political assessments to those events.

❗️ Using civilians as a human shield, radicals and neo-Nazis do not let them exit cities even despite humanitarian corridors and ceasefires arranged by the Russian forces. This can be proven by numerous examples.

By our records, 200 thousand civilians are trapped in Mariupol alone and held at gunpoint by the Azov battalion. The humanitarian situation in cities deteriorates rapidly.

👉 It is clear to us that the Kiev regime tries to prevent exit of civilians and foreign citizens to Russia in every way possible, out of fear that once liberated, people will tell everyone the truth.
🇷🇺🇪🇺📞 On March 7, Russian President Vladimir Putin had a telephone conversation with President of the European Council Charles Michel.

The parties had a substantive discussion on the humanitarian aspects of the current situation. Vladimir #Putin underscored that the Russian Armed Forces had declared a ceasefire several times so as to evacuate the population along humanitarian corridors.

❗️ However, Ukrainian nationalist battalions prevented this by resorting to violence against civilians and various provocations.

The Russian President urged the #EU to make a real contribution to saving lives, to put pressure on the Kiev authorities and make them respect humanitarian law.

👉 Vladimir Putin also gave an assessment of the negotiations with Kiev representatives and reiterated #Russia’s demands made earlier.

⚡️ Comment by Foreign Ministry Spokeswoman Maria Zakharova on military biological activity in Ukrainian biological laboratories.

💬 We confirm that, during the special military operation in Ukraine, the Kiev regime was found to have been concealing traces of a military biological programme implemented with funding from the United States Department of Defence.

Documentation on the urgent eradication of highly hazardous pathogens of plague, anthrax, rabbit-fever, cholera and other lethal diseases on February 24 was received from employees of Ukrainian biolaboratories. This included an instruction from the Ministry of Health of Ukraine on the urgent eradication of stored reserves of highly hazardous pathogens sent to all biolaboratories. These materials can be found on the internet portal of the Ministry of Defence of the Russian Federation.

This documentation is now being thoroughly analysed by specialists of nuclear, biological and chemical protection troops.

❗️ However, even at this point, we can conclude that components of biological weapons were being developed in Ukrainian laboratories in direct proximity to Russian territory.

The urgent eradication of highly hazardous pathogens on February 24 was ordered to prevent exposing a violation of Article I of the Biological and Toxin Weapons Convention (#BTWC) by Ukraine and the United States.

👉 This information proves that the claims we have repeatedly made with regard to the military biological activity of the United States and their allies in the post-Soviet space within the framework of the BTWC were justified. We cannot rule out using the mechanisms in Articles V and VI of the BTWC, pursuant to which the member states shall consult with each other to resolve any issues regarding the purpose of the Convention or the execution of its provisions, and cooperate in any investigation of possible violations of the obligations under the BTWC.

Decisive actions to strengthen the BTWC regime are required to prevent any military biological activity carried out in violation of the BTWC.

• We call for the resumption of work on a legally binding Protocol to the Convention with an effective verification mechanism, something the United States has been blocking since 2001. In this context, we call for the creation of an open-ended group as part of the BTWC, which is in the interests of the overwhelming majority of member states.

• To strengthen the institutional foundation of the Convention we promote initiatives, which have wide international support, to create mobile medical and biological units within the framework of the BTWC (to render assistance if biological weapons are being used and to fight outbreaks of various origins) and to establish a Research Advisory Committee (to analyse scientific and technical achievements and to provide the states with appropriate recommendations).

• In addition, we suggest including information on military biological activities carried out abroad in annual reports provided by the BTWC member states as part of confidence-building measures.

☝️ Only comprehensive steps like these will make it possible to place the military biological activity of the #UnitedStates and their allies in the post-Soviet space, as well as other regions of the world, under close international control and ensure the verifiable compliance of the BTWC member states with their obligations.
🇷🇺🇮🇱📞 On March 8, Russian President Vladimir Putin had a telephone conversation with Prime Minister of Israel Naftali Bennett, at the initiative of the Israeli side.

The parties discussed various aspects of the situation with Russia’s special military operation to protect #Donbass.

☝️ Vladimir Putin shared his assessment of the third round of talks between the Russian delegation and representatives from Ukraine held on March 7 in Belarus.

The #President of Russia and the Prime Minister of Israel agreed to continue their dialogue on the matter.

During special military operation, classified documents of the command of the National Guard of Ukraine were acquired by the Russian servicemen. These documents confirm the covert preparation by the Kiev regime of an offensive operation in the Donbass in March 2022.

The Russian Ministry of Defence publishes the original secret order of the commander of the National Guard of Ukraine, Colonel-General Nikolai Balan, dated January 22, 2022. The order, brought to the command of the National Guard of Ukraine, explains the plan for preparing one of the shock groups for offensive operations in the so-called “Joint Forces Operation” zone in Donbass.

We remember the statements by the leadership of the Kiev regime that there were no plans for an armed seizure of Lugansk and Donetsk people's republics. The originals of the secret military documents of the National Guard of Ukraine clearly prove the falsity of these statements.
