先说下我安装openclaw的环境，我是先在互联网环境下安装openclaw ，openclaw可以在桌面上创建文件夹，然后我把C盘下的 C:/用户/用户名\AppData\Roaming\npm 打包为zip放到内网环境运行openclaw 可以运行起来
配置的模型为LiteLLM下的qwen3 32b模型
现在我让他创建一个文件夹在桌面上，
它只会给我返回一条命令行<tool_call>…</tool_call>
并不会去进行真正的创建文件夹的操作，
这个问题苦恼了我好多天，希望有大神帮忙解答下，非常感激。
