Adaptive system tuner designed for daily use

◆ Changelogs :

• Adaptive device tier detection (LOW/MID/HIGH), all tuning values now scale to hardware automatically
• SF props moved to install-time only, no longer toggled at runtime
• ADPF flags, memory-factor, settle-time, and job scheduling now adaptive per tier
• _AI() split into two stages with sleep between HWUI and settings revert to reduce flickering on game exit
• Boot now waits for SF to stabilize before applying props
• Game check interval 2s → 1s
• Removed frame pacing logic, caused instability on various refresh rate configs
