The issue there is a complex one; the people, on their own accord, are making a cult of personality. Any action you make will increase that, at that point. For example as Stalin pointed out, if he banned all talk of the sort, not only would he be restricting the speech of the people, but the cult of personality would see it as being humble and praise it. No matter what you do in the situation, you don't have the control over it. And the only way to actually stop it would be a very slippery slope of policing people's thoughts, telling them what they can and can't think. They wrote and spoke that they were not deserving of it, they spoke that people shouldn't praise them, the issue is that when you say that, that cult grows despite what you want.
