The U.S and Israel hoped that the initial attack will create a power vacuum that will drive people to occupy government buildings and take contrl.

They want Iranian civilians and rioters (+terrorists) to be their boots on the ground

I kinda think Iran asked the evacuation of Tehran to avoid such actions by some people.

So as long as Iranians dont riot and the Kurds stay idle, the Israeli-US war will severally damage Iran but not topple it soon.
