بِسْمِ اللَّـهِ الرحمن الرَّحِيمِ

بيان صادر عن حزب الله:‏

ارتكبت حكومة الرئيس نواف سلام خطيئة كبرى في اتخاذ قرار يُجرِّد لبنان من سلاح مقاومة ‏العدو الإسرائيلي، ما ‏يُؤدي إلى إضعاف قدرة لبنان وموقفه أمام استمرار العدوان الإسرائيلي ‏الأميركي عليه، ويُحقِّق لإسرائيل ما لم تُحقِّقه ‏في عدوانها على لبنان، حيث واجهناها بمعركة أولي ‏البأس التي أدّت إلى اتفاق يُلزم إسرائيل بوقف عدوانها ‏والانسحاب من لبنان.‏
هذا القرار فيه مخالفة ميثاقية واضحة، ومخالفة للبيان الوزاري للحكومة حيث ورد في الفقرة ‏الخامسة النص الآتي: ‌‏"وتلتزم الحكومة وفقًا لوثيقة الوفاق الوطني المقرَّة في الطائف باتخاذ ‏الإجراءات اللازمة كافة لتحرير جميع الأراضي ‏اللبنانية من الاحتلال الإسرائيلي وبسط سيادة ‏الدولة على جميع أراضيها بقواها الذاتية حصرًا ونشر الجيش اللبناني ‏في منطقة الحدود ‏اللبنانية المعترف بها دولياً". فالمحافظة على قوة لبنان وسلاح المقاومة من قوة لبنان، وهي من ‌‏الإجراءات اللازمة، وكذلك العمل على زيادة قوة لبنان بتسليح الجيش وتقويته ليتمكن من طرد العدو ‏الإسرائيلي من ‏أراضي الدولة وتحريرها وحمايتها، وهو من الإجراءات اللازمة.‏
جاء هذا القرار نتيجة إملاءات المبعوث الأميركي براك، وهو ما ذُكر في أسباب طرحه في ‏مجلس الوزراء ومبررات ‏إقراره، بإعلان الرئيس سلام أنَّ مجلس الوزراء "قرَّر استكمال النقاش ‏بالورقة الأميركية يوم الخميس المقبل، وتكليف ‏الجيش اللبناني وضع خطة تطبيقية لحصر السلاح قبل ‏نهاية العام الحالي". هذا القرار يُحقق مصلحة إسرائيل بالكامل، ‏ويجعل لبنان مكشوفًا أمام العدو ‏الإسرائيلي من دون أي ردع.‏
ضربت الحكومة بعرض الحائط التزام رئيس الجمهورية العماد جوزيف عون في خطاب القسم ‏بنقاش استراتيجية ‏الأمن الوطني، بقوله: "عهدي أن أدعو إلى مناقشة سياسة دفاعية متكاملة كجزء ‏من استراتيجية أمن وطني على ‏المستويات الدبلوماسية والاقتصادية والعسكرية بما يمكّن الدولة ‏اللبنانية، أكرّر الدولة اللبنانية، من إزالة الاحتلال ‏الإسرائيلي ورد عدوانه عن كافة الأراضي ‏اللبنانية". فما قررته الحكومة هو جزء من استراتيجية الاستسلام، وإسقاط ‏صريح لمقومات سيادة ‏لبنان.‏
إنَّ خروج وزراء حزب الله وحركة أمل من الجلسة هو تعبيرٌ عن الرفض لهذا القرار، وتعبير ‏عن رفض المقاومة بما ‏تمثل من شرائح وازنة من المجتمع اللبناني من كل المناطق والطوائف ‏والأحزاب، وتعبيرٌ أيضًا عن الرفض الشعبي ‏الواسع لقرار إخضاع لبنان للوصاية الأميركية ‏والاحتلال الإسرائيلي.‏
‏ هذا القرار يُسقط سيادة لبنان، ويُطلق يد إسرائيل للعبث بأمنه وجغرافيته ‏وسياسته ومستقبل وجوده، وبالتالي سنتعامل ‏مع هذا القرار كأنَّه غير موجود.‏
وفي الوقت نفسه نحن منفتحون على الحوار، وإنهاء العدوان الإسرائيلي على لبنان وتحرير ‏أرضه والإفراج عن ‏الأسرى، والعمل لبناء الدولة، وإعمار ما تهدَّم بفعل العدوان الغاشم، ومستعدون ‏لمناقشة استراتيجية الأمن الوطني ولكن ‏ليس على وقع العدوان.‏
‏ يجب تنفيذ الاتفاق من الجانب ‏الإسرائيلي أولًا، وعلى الحكومة أن تعمل كأولوية "باتخاذ الإجراءات اللازمة كافة ‏لتحرير جميع الأراضي ‏اللبنانية من الاحتلال الإسرائيلي" كما ورد في بيانها الوزاري، وإلى أهلنا الشرفاء نقول: غيمة ‏صيف وتمر إن شاء الله، وقد تعودنا أن نصبر ونفوز. ‏

1. Lebanon shall implement the Taif Agreement, the Lebanese Constitution, and UN Security Council resolutions, particularly Resolution 1701 (2006), and take necessary measures to extend its sovereignty over all its territories, aiming to strengthen the role of legitimate institutions, establish the state’s exclusive authority in deciding matters of war and peace, and ensure that weapons are solely in the hands of the state across all Lebanese territories.

2. Ensure the sustainability of the cessation of all forms of hostilities (land, air, and sea) through organized steps leading to a permanent, comprehensive, and guaranteed solution.

3. End the armed presence of all non-governmental entities, including Hezbollah, across all Lebanese territories, both south and north of the Litani River, while providing necessary support to the Lebanese Army and Internal Security Forces.

4. Deploy Lebanese Army units in border areas and sensitive internal regions with appropriate support.

5. Israel’s withdrawal from the “five points,” and the resolution of border issues and prisoner matters through diplomatic means via indirect negotiations.

6. Return of civilians to their homes and properties in border villages and towns.

7. Ensure Israel’s withdrawal from Lebanese territories and the cessation of all hostilities, including land, air, and sea violations.

8. Permanent and visible demarcation of the international border between Lebanon and Israel.

9. Permanent demarcation and determination of the border between Lebanon and Syria.

10. Convene an economic conference with participation from the United States, France, Saudi Arabia, Qatar, and other friendly nations to support the Lebanese economy, reconstruction, and the implementation of President Trump’s vision for Lebanon’s return as a prosperous and viable state.

11. Provide additional international support to Lebanese security agencies, particularly the Lebanese Army, with appropriate military resources to implement the proposal’s provisions and ensure Lebanon’s protection.
