The Netanyahu government submitted a document to the mediators on July 27, titled “Explanatory Document.”

This document was sent by his government with the aim of thwarting the negotiations after Hamas’s approval of another document which was a surprise to the Israeli government. When the Prime Minister’s Office saw that there was an opportunity to reach a deal, they decided to back down and sent Mossad chief Didi Barnea to Doha to convey additional “clarifications.”

Four of these six hostages, now carcasses underground, would have been released bad Netanyahu agreed to do the deal. A security official said that this document should not be titled “Explanatory Document” but rather “Blood Document” because it thwarted the negotiations and caused the deaths of people who were supposed to return alive during an exchange.
