A Question Worth Asking

Many higher education institutions proudly announce and celebrate high pass rates—even 100%—in the Exit Examination administered by the Ministry of Education (MoE). While this achievement is commendable, it raises an important question: Do these same institutions systematically track and publicly report the performance of their graduates in the Ministry of Health (MoH) Professional Licensure Examination, which ultimately determines whether graduates are eligible to practice their profession?

The latest licensure examination results indicate that the overall national pass rate is only about 45%, while the pass rate for Medical Laboratory professionals is approximately 57%. These figures suggest that a considerable proportion of graduates are still unable to meet the competency requirements for professional practice.

If institutions celebrate outstanding performance in the MoE Exit Examination, they should also take equal responsibility for the outcomes of the MoH Professional Licensure Examination. Licensure results provide an equally—if not more—meaningful indicator of graduate competence and the quality of education delivered.

Celebrating achievements is important. However, true success should be measured by graduates' ability to obtain professional licensure and safely serve the public. Otherwise, celebrating exit examination results alone may be premature and may not reflect the complete picture of educational quality.

Perhaps it is time to shift the focus from celebrating exit examination results alone to monitoring and improving graduates' success in professional licensure—the true gateway to professional practice.
