Rights and Obligations of Foreign Nationals with a TRP

After obtaining Temporary Residence Permit (TRP) status, it is important to clearly understand both your rights and obligations to avoid issues and successfully integrate into life in Russia.

A TRP is a document that allows a foreign national to live and work in Russia temporarily.
(We explained how to apply for a TRP here)

📌 Validity: 3 years

After receiving a TRP, you must register your place of residence within 7 working days.
If this is not possible, you must complete migration registration instead.

✅ What TRP allows you to do:

• Live in Russia for up to 3 years, with the option to apply for a Residence Permit
• Work in Russia without patents or additional permits
• Register as an individual entrepreneur (IP) and run a business
• Obtain medical insurance and access certain social benefits

⚖️ Your obligations:

• Submit annual confirmation of residence to the Ministry of Internal Affairs (including proof of income)
• Register your place of residence within 7 days after receiving the TRP
• Live in the region where the TRP was issued
• Maintain income at or above the regional subsistence minimum for yourself and your family

⚠️ Important:
To maintain your TRP status, you must stay in Russia for at least 6 months per year.

If you use a Russian SIM card, be aware that after re-entering Russia it may be temporarily restricted for up to 24 hours.

During this time:
• mobile internet may not work
• SMS services may be unavailable

Due to current regulations this applies to all mobile operators.

📌 How to restore access:
• Call your operator’s support line — services are usually restored immediately
• Or wait — everything will be automatically reactivated within 24 hours

Keep this in mind when traveling to avoid inconvenience.

Rights and Obligations of Foreign Nationals with a Residence Permit (RP)

After obtaining permanent residence status, it is important to understand both your rights and obligations to avoid issues and successfully integrate into life in Russia.

A Residence Permit (RP) allows a foreign national to live and work in Russia on a permanent basis.

📌 As a general rule, a RP is issued without an expiration date.
(We explained how to apply under the general procedure here)


✅ What a PRP allows you to do:

• Live in any region of Russia with free entry and exit
• Work anywhere in Russia without patents or permits
• Access free public healthcare (OMS), education, and certain social benefits
• Vote and run for office in local self-government elections

⚖️ Your obligations:

• Submit annual confirmation of residence to the Ministry of Internal Affairs (including proof of income)
• Not stay outside Russia for more than 6 months in total per calendar year
• Replace your RP on time if required (in relevant cases)
• Register your place of residence within 7 working days after receiving the RP or arriving at your address
• Complete migration registration within 7 working days if you move to another region for more than 7 working days
• Maintain income at or above the regional subsistence minimum for yourself and your family

⚠️ Important:
To maintain your permanent resident status, you must stay in Russia for at least 6 months per year.

Can Foreigners Register as Individual Entrepreneurs (IP) in Russia?

Yes – foreign nationals have the right to conduct business activities in Russia and register as an Individual Entrepreneur (IP).

To register as an IP, the following conditions must be met:

1️⃣ You are legally staying in Russia
2️⃣ You hold a TRP or PRP
3️⃣ You have temporary or permanent registration
4️⃣ You are at least 18 years old

📌 At the same time, some types of business activities are restricted for foreigners.
For example, foreign nationals cannot engage in private security services.

Tax registration is carried out at the address of your registered place of residence.

📄 Documents required for registration:

• Application form
• Copy of passport
• Copy of TRP or PRP
• Proof of registration at place of stay/residence
• Receipt confirming payment of the state fee (800 RUB when submitting paper documents directly)

⚠️ All documents must be translated into Russian, and the translation must be notarized.

📬 How to submit documents:

• Directly to the registration authority
• Through a notary
• Through an MFC (Multifunctional Center)
• Online via the Russian Federal Tax Service website (with a qualified electronic signature)

📌 Registration usually takes no more than 3 working days.

⚠️ Important:
An Individual Entrepreneur status will be cancelled if the foreign national’s TRP/PRP expires or is revoked.

🇷🇺 The Moscow State (14th–17th Centuries)

Today we begin the second major section of Russian history: “The Moscow State (14th–17th Centuries)”

Foreigners of that era often called Russia “Muscovy.” During this period, Moscow became the center for the unification of Russian lands and, after the incorporation of new territories, the capital of the multinational Russian state.

It was under Ivan III — known as the "Sovereign of All Rus" — that the process of uniting the Russian lands around Moscow was completed. The unified Moscow State became the largest territory in Europe at that time.

During Ivan III’s reign, the famous red-brick Kremlin was built — today one of the main symbols of modern Russia.

In 1533, Ivan IV (Ivan the Terrible) came to power. His reign is usually divided into two periods:

• In the first half, he introduced major reforms, strengthened Russia internationally, and expanded the country by incorporating Siberia, the Astrakhan Khanate, the Kazan Khanate, and other territories.

• The second half of his rule is associated with the Oprichnina — a period of terror and political repression. Because of this harsh policy, Ivan IV became known as “the Terrible.”

In 1598, the Rurik dynasty came to an end, and Russia entered the period known as the Time of Troubles, which lasted until 1612.

This was a time of uprisings, political chaos, and the absence of unified authority. As the country weakened, Poland launched an intervention into Russia.

However, during this difficult period, the multinational people of Russia united in a national volunteer army led by Dmitry Pozharsky and Kuzma Minin. In 1612, Russia was liberated from Polish forces.

In 1613, Mikhail Romanov became Tsar, founding the new Romanov dynasty.
