New SIM Card Purchase Rules for Foreigners in Russia
Starting January 1, 2025, the procedure for purchasing SIM cards for foreigners has changed. These measures aim to combat fraud and the use of unregistered SIM cards.
What documents are required?
✅ Passport with a notarized translation
✅ SNILS (Russian individual insurance account number, which can be obtained via your employer or at an MFC office)
✅ Verified account on Gosuslugi (State Services portal)
✅ Identity confirmation via biometrics registered in the Unified Biometric System
What has changed?
🏬 SIM card contracts can now only be signed at official mobile service provider stores
📑 A single person can register no more than 10 phone numbers, including corporate numbers
📱 Contracts will now include the unique 15-digit IMEI code of the device
If you already have a SIM card 📶
Foreigners with existing SIM cards will need to confirm their identity at a mobile service store by July 1, 2025. Required documents include SNILS, a verified Gosuslugi account, your device’s IMEI, and biometric data.
If you have more than 10 SIM cards
Foreigners who currently hold more than 10 SIM cards must terminate the extra contracts to stay connected. If this is not done, all services will be suspended for all numbers starting July 1, 2025.

If you’re planning to live in Russia long-term, there are three main steps to legalize your stay:
1️⃣ Obtaining a Temporary Residence Permit (TRP).
2️⃣ Getting a Permanent Residence Permit (PRP).
3️⃣ Acquiring Russian citizenship.
Today, we’ll start with the first step — obtaining a TRP.
What is a TRP and how can you get one?
A Temporary Residence Permit (TRP) is the first stage of legalization that allows you to live and work in Russia for up to 3 years.
Steps to Obtain a TRP:
1. Apply for a TRP quota.
To apply for a TRP quota, you must be physically present in Russia. This is the first and mandatory step.
⏳ Processing time: 1 month.
👉 You can apply for a quota in Moscow here.
2. Submit your TRP application.
Once you’ve secured a quota, you can proceed with the TRP application itself.
• You can submit your documents either in Russia or through a Russian consulate in your home country.
• If you’re already in Russia, your visa will be extended while your application is being processed.
⏳ Processing time: 4 months.
IMPORTANT:
• A medical examination is required.
• You must provide a certificate of knowledge of the Russian language, Russian history, and basic laws.
(Note: some categories of applicants are exempt from these requirements.)

In our last post, we covered the Temporary Residence Permit (TRP) — the first step toward legalizing your stay in Russia. Usually, obtaining an TRP requires applying for a quota and passing an exam on the Russian language, history, and law.
However, starting from September 1, 2024, a new rule will simplify this process for citizens of 47 countries!

Foreign nationals classified as Highly Qualified Specialists (HQS) benefit from a simplified employment and residence permit process in Russia, including their family members.
Who qualifies as an HQS?
To obtain HQS status, an applicant must meet the following criteria:
✔ Professional experience and skills in a specific field (assessed by the employer).
✔ Salary requirements set by law (e.g., at least 83,500 RUB/month for researchers and professors invited for scientific or academic work).
🔴 Restrictions: HQS status cannot be granted to those engaged in religious activities, such as preaching, conducting services, or teaching religion.
1️⃣ Employment Process for HQS
📌 For visa-required countries: The employer must issue an invitation for entry into Russia. The applicant then applies for a visa at a Russian consulate in their country.
📌 For visa-free countries: No invitation is needed; employment can proceed directly.
Steps to Start Working in Russia as an HQS:
1️⃣ Employer issues an invitation (if required).
2️⃣ Sign an employment or civil contract.
3️⃣ Obtain a work permit.
• The employer arranges the work permit.
• Some foreign nationals do not need a work permit (exceptions apply).
• The permit is issued for up to 3 years and can be extended.
• If an HQS resigns, they have 30 business days to find a new employer and obtain a new work permit.
• If no new job is found, the person must leave Russia within 30 calendar days after the job search period ends.

Foreign nationals working in specific high-demand professions in Russia can obtain a residence permit (RP) without first applying for a temporary residence permit (TRP).
To qualify, you must meet the following criteria:
✅ Be legally employed in Russia in a profession listed in the official list of qualified specialists.
• This list currently includes 202 professions across various fields: journalism, education, healthcare, IT, construction, nuclear energy, mining, metallurgy, and more.
✅ Work in Russia for at least 1 year in one of these professions before applying for a residence permit.
✅ Your employer must pay taxes and social contributions for you during this period.

To qualify, you must meet the following criteria:
✅ Be legally employed in Russia in a profession listed in the official list of qualified specialists.
• This list currently includes 202 professions across various fields: journalism, education, healthcare, IT, construction, nuclear energy, mining, metallurgy, and more.
✅ Work in Russia for at least 1 year in one of these professions before applying for a residence permit.
✅ Your employer must pay taxes and social contributions for you during this period.
Steps to Obtain a Residence Permit as a Qualified Professional
1️⃣ Find a job in an eligible profession and sign an employment contract.
2️⃣ Obtain a work visa (if required) through your employer’s sponsorship.
3️⃣ Start working in Russia.
4️⃣ After 1 year of employment, apply for a residence permit.

From January 1, 2025, to April 30, 2025, foreign citizens who are currently in Russia with violations of their stay regulations will have the chance to legalize their status.
To do so, they must:
✅ Submit their biometric personal data;

✅ Have no outstanding mandatory payments;

If a foreigner plans to apply for a work permit, temporary residence permit (TRP), or permanent residence permit (RP) in Russia, they must confirm their knowledge of the Russian language, Russian history, and the basics of Russian law.
This can be done by providing a certificate of proficiency in the Russian language, history, and law.
The certificate is issued both in Russia and abroad by state-approved institutions listed in the official Government Register.

Starting April 1, 2025, new rules apply for the admission of foreign children to Russian schools. To enroll in a general education school, children must pass a Russian language proficiency test.
🔹 Testing is available for each grade (1-11).
🔹 Requirements for 1st-grade applicants:

▪️ Listening and comprehension

🔹 From 2nd grade onwards, additional testing includes:
