Upstream 4.4.200 base on tachyon with tons of commit revert

This kernel is focused on Performance. It is to be used only with Stock Pie and Android 10 ROMs.

Tested with Android 9 Pie stock ROM and AOSP Android 10 ROM on LG V30.
PS: Read instructions given carefully.
V30 has MSM8998 and is NON-treble.
