MARKS MAXIMISER: CITIZEN CHARTER
1) Definition: Citizen’s Charter is a document of commitments made by a government organization to the citizens in respect of the services being provided to them or to be provided to them.
2) Jan Sewa Kendra, Ahmedabad: ‘One-day governance programme’ aimed at fast-track issuance of certificates and affidavits, in the district and Taluk headquarters.
3) Recently, Air India has uploaded the provisions of denied boarding, flight delays in its Citizen Charter.
4) Only on paper: Secunderabad Cantonment Board citizen charter remains on paper with its details not publicly displayed anywhere.
5) 2nd ARC Recommendations:
a) Specify the remedy/compensation in the case of any default in meeting the standards.
b) Restrict to a few promises that can be kept rather than have a long unfulfilled list.
c) Should be local and customized- not to be a uniform charter across organizations.
d) Officers should be held accountable if commitments made are not fulfilled. “Annual Citizen Charter Appraisal” as a part of their performance appraisal.
6) Provision of TATKAL (Immediate) Services if somebody is in urgent need (as in the case of Passport, Railways, etc.) to avoid touts, bribery.

MARKS MAXIMISER: RIGHT TO INFORMATION
1) Definition: It is an act of the Parliament of India which sets out the rules and procedures regarding citizens' right to information.
2) Less than 50% strength of ICs (Information Commissioner) in states like Odisha, Rajasthan, and Tripura SIC.
3) Satark Nagrik Sangathan - nearly 2.2 Lakh RTI cases are pending at Central and State Information Commissions (CIC & SICs).
4) Penalties were imposed in only 2.2% of cases that were disposed of.
5) 75% of the citizens are dissatisfied from the information which he/she gets from the CPIO’s or PIO’s.
6) CIC data - Almost 40% of all rejections in 2019-20 (an increase from the previous year) did not invoke a valid reason to do so.
7) Since 2005, more than 80 RTI activists and whistle-blowers have lost their lives like Satyendra Dubey while exposing corruption in NHAI.
8) PWC study: only 15% of the respondents were aware of the RTI Act and awareness level is low among the disadvantaged communities.
9) Second ARC:
a) Ensure balanced composition of the ICs: Drawing at least 50% of the Information Commissioners (ICs) from outside bureaucracy.
b) Proactive Disclosure of Information must be followed under Section 4 of the RTI Act.
c) Oath of Transparency for Ministers can be mandated by amending the Articles 75 & 164 and Third Schedule accordingly.
d) CIC and the SICs may be entrusted with the task of monitoring the effective implementation of the RTI in all public authorities.
10) Sir Francis Bacon- “Knowledge is Power”- aptly brings out the essence of the Right to Information Act. It places a person at a formidable position to fight for their rights and enables them to ask vital questions.

d) Parallel committees like Van Suraksha Samiti, Joint Forest Management Committee undermine the authority of Gram Sabha.
e) Fake public hearings- Jindal steel project in Chhattisgarh.
4) Achievements under PESA:
a) Gonds of Maharashtra through their Gram Sabha have been accorded the rights to collect Bamboos.
b) Pullangi Gram panchayat in Andhra Pradesh that houses Konda Reddis (PVTG) decided to stop the brewing and consumption of liquor due to its adverse effects.
5) Bhuria Committee- PESA for extending the provisions of 73rd amendment to the fifth schedule areas.
