It's raining since morning in the capital city. Don't let the wet weather hamper your preparation. Let’s discuss a case study on rain-related disaster management.

Case Study:
On July 16, 2024, a major landslide occurred in Shirur, near Ankola in Karnataka, trapping several individuals, including Arjun, a truck driver from Kozhikode. The rescue operations faced numerous challenges and delays, especially due to incessant rains and the difficult terrain.

The response from the Karnataka government faced significant criticism for perceived delays and poor initial management. Senior officials, including the district deputy commissioner, acknowledged the challenges but stressed that the adverse weather conditions and the risk of further landslides made the rescue operations extremely hazardous. The absence of senior officials at the site in the crucial early hours further fuelled the criticism, as family members of the trapped individuals demanded more urgent action and transparency in the rescue efforts.

Despite the challenging conditions, there were hopeful signs. On July 19, three days after the landslide, Arjun's family reported that his phone was still ringing, suggesting that it might have been operational intermittently, possibly due to intermittent network connectivity. This led to renewed hope among his family members that he might still be alive.

The Superintendent of Police (SP) made an insensitive remark stating, "Not any VVIP under the mud, just a driver," which was seen as dismissive of the gravity of the situation. Additionally, the media was blocked from entering the site, raising concerns about transparency and accountability in the rescue operations.

a) Identify ethical issues in the above case.

b) What measures can be implemented in the district to avoid delays and improve the readiness of rescue operations in the "golden hours"?

c) Should officials be held accountable for delays and mismanagement in disaster response? How? (250 words, 20 marks)
