Israel follows a military policy known as the "Dahiya Doctrine." This policy was first articulated after the 33-day war in Lebanon in 2006. At that time, Hezbollah was resisting Israeli attacks from an area called Dahiya in southern Beirut. Unable to stop Hezbollah's forces, Israel almost leveled Dahiya with heavy bombardment of residential neighborhoods.
After that war, General Gadi Eisenkot (the former Chief of Staff of the Israeli army) openly stated that this approach was a new doctrine for Israel: "We will destroy any neighborhood that resists us with force, even if there are civilians in it." This is how it became known as the "Dahiya Doctrine."
So what does this policy mean? It means that when Israel cannot directly defeat the resistance of countries, it targets civilian areas: homes, schools, hospitals, markets. Why? Because it wants ordinary people to come under pressure.
What is its goal? To instill fear, exhaustion, and anger among the people so that they pressure their resistance groups or government and say: "That's enough! Surrender so we can be at ease."
In other words, by killing civilians, Israel aims to use the people themselves to defeat its enemy. This is referred to as collective punishment. However, according to international law, this action is completely illegal. That is why Israel is considered a war criminal.
