Position: Shelter engineer Assistant
Duty Station: PIN’s South Idlib Office

GENERAL UNIT DESCRIPTION
Shelter department is supporting the IDPs and host communities in Northern Syria with a place to stay and related services provided by a shelter agency to homeless persons like assessment, information and referral and housing counselling.
GENERAL POSTION DESCRIPTION
The main responsibilities of the Shelter Engineer are: to coordinate identification, implementation, and monitoring of the Shelter infrastructure interventions carried out as part of PIN’s shelter programming in Syria, with the goal to improve the construction for public in the target population. To reduce the number of homeless people affected by the earthquake and suffering from lack or poor state of Shelter-related services by providing or rehabilitating constructed buildings.
The main intervention is private shelter rehabilitation through cash-based modality or service providers. This could include the house to house survey and damage assessment, supervising the rehabilitation and provide the technical support and assistance to the beneficiaries as needed, female headed household will get support by female engineers/assistants, so female candidates are strongly encouraged to apply for this position.

PRINCIPAL JOB DUTIES (RESPONSIBILITIES AND TASKS):
1. Assist the shelter engineer in assessing the HHs whose shelter is damaged due to the earthquake.
2. Conduct damage assessment and need assessment related to shelter, assess available resources and the capacity of existing systems – damaged or neglected infrastructure and sources.
3. Prepare an agreement with beneficiaries for construction of shelters.
4. Identify suitable materials, confirm quality and quantity of construction materials, and obtain relevant approvals from authorities.
5. Assist Shelter engineer in Monitoring the shelter construction process to ensure that shelter is truly constructed according to the standards.
6. Observe and report the construction process to shelter engineer.
7. Ensure that beneficiaries receive the cash for constructing their own shelter based on progress percentage.
8. Work proactively to ensure that the projects are responsive and relevant to community needs together with Shelter engineer.
9. Supports program team in terms of Negotiations, preparations and management of contracts with service providers together with Shelter engineer
10. Prepare technical drawings, BOQ, specifications for shelter construction together with Shelter engineer.
Other
1. Other tasks assigned by employee’s Line Manager corresponding to actual needs of the mission, programs, and projects.
2. Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.
3. Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.
PRINCIPAL COMPETINCES REQUIRED:
Technical competencies:
• Fluent written and spoken Arabic;
• Good written and spoken English language skill is an advantage;
• University Degree in Civil Engineering or other relevant field(s) and at least 1 year of

• University Degree in Civil Engineering or other relevant field(s) and at least 5 years of
practical, hands-on experience in construction, supply and infrastructure, building structure and barring system;
• Ability to work in unstable and difficult conditions, independently and in a team;
• Experience in supervising and mentoring other staff;
• Ability to establish and maintain effective working relations with people of different cultural
backgrounds;
• Strong knowledge and experience in engineering and construction projects with related
processes like tendering of works, monitoring of construction sites, etc.;
• Leadership and supervisory skills and ability to foster team spirit;
• Very good computer skills (Microsoft Office, Google Drive, AutoCAD, WaterCAD);
• Excellent organization, coordination, analytical and problem-solving skills; and capacity to
prioritize, communicate effectively and meet deadlines;
• Reliable, committed; an ability to function well independently and within a team; ability to adapt
to flexible working hours when necessary; professional, proactive, organized and service oriented;
• Familiarity with the humanitarian context affecting Syrian population;
• Ability to establish and maintain effective working relationships with colleagues, managers and
external counterparts, including I/NGO, community and administrative bodies’ representatives
(HAO, municipalities and water authorities); candidates must be able to interact with sensitivity
with all stakeholders respecting diversity and gender, and be able to sensitively and successfully
integrate into a multicultural working environment with people from different nationalities and
backgrounds;
• A strong commitment towards humanitarian relief and disaster operations; it is of utmost priority
that candidates understand, respect and actively promote the spirit of the mandate and core
humanitarian values, including: humanity and the humanitarian imperative, independence,
impartiality, neutrality, and accountability in aid.
