GENERAL UNIT DESCRIPTION
WASH department is supporting the IDPs and host communities in Norther Syria with water, sanitation and solid waste management services.
GENERAL POSTION DESCRIPTION
The main responsibilities of the WASH Engineer are: to coordinate identification, implementation, and monitoring of the WASH infrastructure interventions carried out as part of PIN’s Water, Sanitation, and Hygiene (WASH) programming in Syria, with the goal to improve public health of the target population. To reduce the health risks to people affected by protracted conflict and suffering from lack or poor state of WASH-related services by providing or rehabilitating water and sanitation systems.

PRINCIPAL JOB DUTIES (RESPONSIBILITIES AND TASKS):


I. Assess health risks, water and sanitation needs, available resources and the capacity of existing systems – damaged or neglected infrastructure and sources, possibly camp settlements;
II. Identify suitable water sources, confirm quality and quantity of water available, negotiate access to water resources (wells, pumping stations, etc.) and obtain relevant approvals from authorities;
III. Consult with community representatives about access, design and management of water and sewage systems, sanitation facilities, etc.;
IV. Design and implement/monitor implementation of water storage, treatment and distribution systems – potable / other uses;
V. Design and implement/monitor implementation of sanitation/sewage systems;
VI. Advices on best management practices of household liquid and solid wastes, hospital wastes and other community facilities, including drainage and vector control and so on;
VII. Deliver training on water treatment, water quality testing, maintenance, fees collection and hygiene.
VIII. Assess condition, set up maintenance systems, train staff and arrange repairs of tanks, pumps, generators, pipe networks, drainage systems and water quality testing equipment;
IX. Prepare technical drawings, BOQ, specifications for water and sanitation infrastructure;

X. Supports program team in terms of Negotiations, preparations and management of contracts with service providers (may include preparing tender documentation and evaluating capacity and quality of contractors);
XI. Supervise WASH Assistant(s) and contractors together with representatives of relevant administrative bodies;
XII. Liaise with other I/NGOs and administrative bodies to ensure coordination and works;

• Other tasks assigned by employee’s Line Manager corresponding to actual needs of the mission, programs, and projects.
• Substitute relevant colleagues (fully or partially) during their absence when assigned by employee’s Line Manager.
• Understand and adhere to the mission’s National Staff Handbook, PIN Code of Conduct, PIN Key Policies and relevant guidelines.

PRINCIPAL COMPETINCES REQUIRED:
Technical competencies:
• Fluent written and spoken Arabic;
• Good written and spoken English language skill is an advantage;
• University Degree in Water or Civil Engineering or other relevant field(s) and at least 5 years of
practical, hands-on experience in water treatment, supply and infrastructure, sanitation or public
health;
• Ability to work in unstable and difficult conditions, independently and in a team;
• Experience in supervising and mentoring other staff;
• Ability to establish and maintain effective working relations with people of different cultural
