Humanitarian Relief Group is looking for candidates to fill in various positions under the

Duty Station: North West Syria –Dana

GENERAL POSITION SUMMARY
GENERAL POSITION SUM M AR
The shelter Engineer assistant is responsible for implementing shelter/rehabilitation
programming, including site assessments, coordination and consultation with relevant local
authorities/stakeholders, development of BOQs, supervising construction, and certifying
program. The Site engineer will represent the organization at the field level and ensure the
smooth implementation of quality programming that meets the needs of identified beneficiary
community.
Essential Job Responsibilities
General:
 Support projects regarding the implantation of shelter rehabilitation, and site preparation projects
(both in camps and individual shelter rehabilitations).
 Identify works required and prepare designs and cost estimates, ensuring that all technical input and
cost estimates are accurate and timely.
 Support the development of timelines for rehabilitation, and assist in the day to day supervision of
contractors and daily laborers to achieve timely and quality rehabilitations.
 Demonstrates proactivity, suggesting ways to better support and enhance rehabilitation activities.
 Supervise work by contractors and/or direct implementation, ensuring contractors work in compliance
with technical specifications and adhere to high standards of quality.
 Ensure a sound handing over of facilities to project beneficiaries.
 Compiles any relevant paperwork (e.g. technical evaluations, BoQs, Completion documentation, before
and after photos) and shares with Shelter Engineer Officer in a clear and consistent manager.

 Prepare drawings needed for shelter program
 Provide regular report to the Shelter Engineer officer in accordance with pre-agreed schedules and
detailing all project site matters including quality, health and safety, environmental and financial, as
well as any issues relating to possible delays, cost overruns, variations and any other matter as agreed
with the Shelter coordinator.
 Maintain progress reports as required by project requirements.
 Any other task assigned by managers
Construction supervision
 As tasked by the Shelter engineer officer, supervise construction works and administer works execution
as per the contractual provisions and the project specifications, as well as ensuring that the norms,
regulations, and plans are respected; Ensure quantity/quality control and time schedule consistency.
 Take timely action to prevent potential delays and/or cost overruns that can be avoided.
 Supervise health, safety, and environmental management activities according to approved plans and
regulations for the site under his / her jurisdiction;
 Verify that works are consistent with the project technical specifications and inform promptly of
eventual deviations.
 Support the overall management of works implementation to ensure construction work is completed
on time, within budget and to quality standards.
 Participate in meetings with contractors and local stakeholders;
 Oversee site works, engineering control of the works etc.
 Providing daily site records with all work activities, information, instructions, issues, according to site
format report and as instructed by the Project Manager;
 Ensuring that all project documentat

Security
 Ensure compliance with security procedures and policies as determined by country leadership.
 Proactively ensure that team members operate in a secure environment and are aware of policies.

Accountability
Reports Directly To: Shelter Engineer officer
Works Directly With: Emergency Field Team, Shelter/Wash Coordinator, Team leader and MEL field team.
Knowledge and Experience
 University degree of Civil or Architectural Engineering.
 At least two years’ experience in supervising contractual buildings construction.
 Experience in working on shelter rehabilitation projects.
 Fluency in written and spoken English and Arabic.
 Strong organizational skills and experience working with local NGOs are needed.
 Reporting skills, and computer skills are required.
 Preferably good knowledge of AutoCAD software.

Background
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.1
million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in
hard-to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. This is no short-term humanitarian
episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of
relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis. With an annual regional portfolio of $90 million within
a rapidly expanding portfolio, supported by more than 3000 staff and workers in the region, IRC is undertaking programs
in Syria and the neighboring countries of Iraq, Lebanon and Jordan. Inside Syria, the IRC is specifically focused on health,
cash assistance, education, child protection, women’s protection and empowerment, and livelihood programming. Our
work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian
action, including questions of access, security, funding and coordination.
Position Overview
The procurement Assistant will assist the Supply Chain officer and the procurement team to coordinate all purchasing
activities in the field site. He/She will participate in the execution of a transparent and efficient procurement services
and processes in the field. This position will help the Supply Chain unit in managing all procurement requests and
conducting market assessments for key suppliers and other procurement-related services.
Responsibilities
 Assist the Supply Chain team in carrying out procurement in accordance to the IRC and donor-specific policies.
 Support in coordination with finance and program departments to ensure integrated internal controls, timely
payment of vendors and full, auditable support documentation.
 Collect quotations from suppliers and submit them to the Supply Chain /Procurement Officer for Evaluation.
 Receive invoices from suppliers to proceed with payments.
 Provide procurement support to Supply chain/Procurement team in the acquisition of a wide variety of goods
and services.
 Review, record and prioritize purchasing requests, obtain additional information/documentation as required,
and determine the availability of suppliers.
 Monitor the status of existing requisitions and maintain contact with suppliers to ensure timely delivery of
items, goods and services.
 Support in shipment of goods, commodities, and equipment inside/to Syria, verify receipt and inspection of
deliverables, and accurately do the delivery reports as and if required.
 Follow up on tender documentation (e.g. invitations to Bids, requests for proposals/quotations) based on the
nature of requirements and costs of procurement involved.
 Prepare abstracts of offers and compile data contained in quotations, proposals and bids to determine which
supplier can deliver the required goods/services at the best terms and lowest costs possible under the guidance
of the Supply Chain/Procurement officer.
 Support in obtaining the suppliers’ signatures on purchase orders and contracts, and ensure document transfer
to the Supply Chain/Procurement Officer.
 Maintain relevant internal dat
abases and files, keep track

ing any contractual agreements and contracts, and
inform affected users of related rights and obligations.
 Research, retrieve and present information from a variety of internal and external sources on sources of supply,
vendors by commodity, etc., as well as obtain specifications for new products and equipment on the market.
Job Requirements
 Hold a degree or diploma in Procurement and Supply Chain Management or equivalent.
 Work Experience: Minimum of 1-3 years procurement experience preferably with an INGO.
 Competent in spoken and written English.
 Good analytical skills.
 Competent use of Microsoft Office applications
 Able to work under pressure, able to multitask and able to work in a multinational environment.
 Team spirit and problem solving abilities

Job Summary:
The Humanitarian Access Manger (HAM) responsibility is to monitor the overall operating environment,
enforce safety regulations and provide sound and timely advice to IRC Northwest (NW) Syria staff in order
to support the safe access and efficient delivery of program activities in the designated areas of operations
in Idleb and Aleppo governorates. The HAM will advise on and implement the IRC Security Management
Plan for NW Syria, under the supervision of Humanitarian Access and Security Coordinator.
The HAM contributes in the analysis of accessibility in all areas where IRC has activities in order to facilitate
useful information for the planning of humanitarian intervention and IRC programming. The HAM
supports the HAC in evaluating access constraints for the IRC intervention in NW Syria. The HAM will
maintain, improve and expand principled humanitarian access to conflict-affected populations in area of
responsibility through liaison, analysis, monitoring, reporting and training.
Major Responsibilities:
Safety Management
• Supervise the Humanitarian Access Officers (HAOs) ensuring implementation of the Security
Management Plans (SMPs) and Standard Operating Procedures (SOPs) by staff
• Ensure all new IRC hired staff to receive a comprehensive security induction within 48 hours of
their arrival
• Raise awareness of IRC staff on risks and context changes by conducting regular briefings and
preparing daily or bi-weekly reports
• Ensure all incidents are reported as per the incident reporting SOP
• Support the HAC in conducting the Security Risk Assessments
• Support the HAC in updating the Security Management Plans/SOPs and CPs
• Ensure all SMPs in IRC offices and program centers are updated and staff trained on it
• Conduct regular inspections on safety and security requirements in all IRC facilities
• Update, as needed, the IRC emergency communication trees
• Monitor the security situation in NW Syria via open sources and network of reliable sources to
identify possible risks and advice IRC staff when needed
Humanitarian Access Management
• Maintain and ensure compliance with the Syria Humanitarian Access strategy and associated
policies and procedures
• Identify barriers to access and s
upport program teams in deve

loping mitigation strategies
• Provide technical support to program teams in assessing the suitability of establishing
operations in new locations
• Ensure all Humanitarian Access issues are documented, and the Humanitarian Access Tracker is
updated
• In line with humanitarian principles, develop engagement strategies with local actors to
facilitate safe access in hard to reach locations in NW Syria
• Support key field management teams to develop and implement community engagement
strategies that promote acceptance and access
• Establish and maintain relationships with key external stakeholders in NW Syria for the purpose
of humanitarian activities and awareness raising
Staff Performance Management
• Hire, supervise, and build the capacity of team members in relevant technical and management
competencies
• Maintain open and professional relations with team members, promoting a strong team spirit
and providing oversight and guidance to enable staff to successfully perform in their positions
• Approve and manage all time, attendance and leave requests to ensure adequate departmental
coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews
• Hold high quality check in meetings with each HAO, direct reports and non-dedicated security
focal points on a regular basis
• Look for opportunities to support staff in their career growth, where appropriate.
• As required identify staff performance issues and work with Human Resources to document and
address these in accordance with the National Staff Employment Policies
• Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and
communicates through word and example a high standard of compliance with all applicable
policies and regulations.
Capacity Building and Development
• Conduct regular trainings for IRC staff on security preparedness, prevention and response.
Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs);
Security Management; Incident Reporting; Prevention and Response Mechanisms; and
Communications
• Assist in designing and delivering the required trainings to field-based staff, ensuring that course
content remains up-to-date, is adapted according to the target audience, and that refresher
trainings are carried out for all staff in accordance with a pre-determined schedule.
Emergency Preparedness and Response
• Contribute to the development of country emergency preparedness plans
• Assist with the humanitarian access and security component (situation analysis and background
information, security assessments) of the Emergency Response Team deployments
Professional Standards
The IRC and IRC workers must adhere to the values and principles outlined in the IRC Way - Standards
for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these
values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse,
Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

• Knowledge and experience working with authorities and external stakeholders and ability to
network and build relations
• Ability to work in a fluid, unpredictable and complex security environment
• Ability to work with others of different backgrounds and identities
